Franklin arriva fuori dalla casa di Lamar a Strawberry quando Lamar chiama per dirgli che ha preso l'ultima auto di Devin Weston, una Pegassi Monroe, e l'ha nascosta dietro Glass Heroes Auto Repairs. Se Trevor inizia il lavoro, riceve la stessa notizia fuori dalla casa di Lamar prima che il controllo passi a Franklin. Franklin incontra Lamar al garage, prende la Monroe e guida con lui fino a Hayes Autos a South Los Santos, dove Trevor li aspetta su un Packer che trasporta gli altri veicoli di Weston.
Franklin carica la Monroe nello spazio rimasto sul Packer. Trevor si mette al volante per il viaggio verso nord fino al Procopio Truck Stop, mentre Franklin e Lamar viaggiano con lui. Franklin si addormenta durante il tragitto, lasciando Trevor e Lamar a parlare mentre il trasportatore risale la Senora Freeway. Vicino al punto di consegna, delle volanti della polizia intercettano il convoglio e iniziano a inseguirlo. Franklin si sveglia e decide che la JB 700 deve scendere dal trasportatore.
Trevor mantiene stabile il Packer mentre Franklin si arrampica fino alla JB 700 e la sgancia dal rimorchio. Il controllo passa a Franklin, che usa le mitragliatrici e gli spargichiodi dell'auto contro la polizia inseguitrice, mantenendo il trasportatore in movimento. Una volta fermato l'inseguimento, Franklin segue Trevor fino al Procopio Truck Stop sulla Senora Freeway. Molly Schultz aspetta da sola. Dice che Devin Weston si è tenuto lontano a causa dell'attenzione della polizia e ha investito il loro pagamento. Franklin protesta, ma Molly lo lascia lì.

Curiosità
- ◆This mission's name is a reference to and a pun on the iconic Namco game Pac-Man, as well as being a word-play on the fact a Packer is featured prominently.
- ◆This mission originally took place around Davis and Strawberry rather than Paleto Bay.
- ◆In a pre-release screenshot and in the 2nd trailer, the police chase for this mission was shown to be taking place in Los Santos, not on the highway outside of Paleto Bay.
- ◆The JB 700 would fall off the truck.
- ◆In a pre-release screenshot at the Cassidy Creek Bridge, the LSPD is involved during the police chase, instead of the LSSD.
- ◆After all police cars are wiped out, the JB 700 will always set the radio to Non Stop Pop FM, with the song Work (Freemasons remix), by Kelly Rowland playing.
- ◆There are six cars on the Packer, despite Weston stating that he needed five cars in the mission I Fought the Law... It is likely the sixth (the Stinger) was stolen by Lamar after he joined the team after Deep Inside. Originally, there was an extra mission starring Brucie Kibbutz from GTA IV, in which the player had to steal his red Stinger, but it was cut from the game. The Stinger may have also been stolen prior to Weston hiring the protagonists to steal the other cars.
- ◆Of the six vehicles loaded on the trailer, only the JB 700 and the Monroe are functional; the others are only static props with low detail interiors.
- ◆Trevor comments that it takes about 4 hours to drive from Los Santos to Paleto Bay (or the northern part of San Andreas). This comment is accurate, as (assuming the player isn't driving too recklessly) it takes the player approximately 8 real life minutes, or 4 in-game hours to drive the distance.
- ◆A blue second generation Oracle will always spawn next to Franklin right after he completes the mission.
- ◆It is very similar to Dave Norton's Oracle, having an almost identical paint job.
- ◆The police wanted level will never go up, regardless of how many cop cars the player destroys. In fact, the wanted level will go down after killing a certain number of cops. This is likely for balancing reasons.
- ◆Unique quotes can be heard over the police megaphone during the mission, like "Pull the Packer over" and "These cars are stolen".
- ◆When Trevor says that he wants Devin Weston to be "someone who understands that all the money in the world can't save him from a nasty guy who thinks he's an asshole", this is foreshadowing the possible future events.
