Die Lemoyne Raiders sind eine neo-konföderierte Miliz aus ehemaligen konföderierten Soldaten und jüngeren Rekruten. Unter der Führung von Lindsey Wofford tragen sie graue, militärisch wirkende Kleidung und gelbe Halstücher und sind in ganz Lemoyne sowie an der Grenze zu New Hanover aktiv. Zu ihren Stützpunkten zählen Shady Belle in Bayou Nwa und Fort Brennand in Roanoke Ridge. Sie arbeiten mit der Familie Braithwaite zusammen, handeln mit Schmuggelware und Moonshine und greifen Menschen an, die sie dem Norden oder der Regierung zugehörig sehen.
Die Van der Linde gang bekommt es erstmals nahe Rhodes mit ihnen zu tun, als Sheriff Leigh Gray Dutch van der Linde, Arthur Morgan und Bill Williamson gemeinsam mit Archibald MacGregor losschickt, um eine Moonshine-Operation der Raiders zu zerstören. Sie beschlagnahmen deren Vorräte. Kurz darauf versuchen Raiders, Arthur und Sadie Adler auf der Straße zu überfallen, doch Sadie eröffnet das Feuer und sie töten die Angreifer. Lenny Summers erfährt später von einem Waffenlager der Raiders auf einer Plantage, das er und Arthur stehlen, nachdem sie die Wachmänner und deren herbeieilende Verstärkung bekämpft haben.
Arthur trifft erneut auf Raiders, als er Hosea Matthews hilft, Moonshine zu verteilen, den die Gang ihnen abgenommen hat. Raiders stellen die beiden in einem Saloon, sodass Arthur und Hosea sich den Weg nach draußen freischießen müssen, bevor sie ins Lager zurückkehren. Arthur oder John Marston können auch das Kopfgeld auf Wofford annehmen. In Fort Brennand kämpfen sie sich durch seine Männer und nehmen ihn entweder gefangen oder töten ihn. Wird Wofford gefangen genommen, kommt er in Saint Denis ins Gefängnis und wird später gehängt.
Arthur und John säubern Shady Belle von den Raiders, als die Van der Linde gang ein neues Lager braucht. Sie töten die Männer draußen und durchsuchen das Haus, wo Arthur in den oberen Zimmern auf weitere Raiders trifft. Ein älterer Raider im Hauptschlafzimmer erschießt sich, sofern Arthur ihn nicht zuvor tötet. Nach dem Kampf zieht die Gang in Shady Belle ein. Die Raiders nehmen es später wieder in Besitz, und obwohl viele nach Zusammenstößen mit den Behörden in Richtung Texas fliehen, bleiben 1907 weiterhin Überreste der Gruppe in Lemoyne aktiv.

- ◆The Lemoyne Raiders shares similarities with the real-life Quantrill's Raiders, a pro-Confederate militia active during the American Civil War of which Jesse James and his brother, Frank James, had served as members.
- ◆Additionally, a letter that can be looted from the corpse of a Lemoyne Raider in a random encounter alludes to the Lawrence Massacre, an infamous raid conducted by Quantrill's Raiders on August 21, 1863, in which the group attacked the town of Lawrence, Kansas, targeting Unionists, abolitionists, and freedmen.
- ◆They also resemble the real-life white supremacist paramilitary groups, the White League and Red Shirts, in several respects. Both also had veteran soldiers of the Confederacy in its ranks and focused on attacking those who they perceived as against their cause, such as African Americans, Whites who supported the Republican Party in the South, and Northerners. Just like the Lemoyne Raiders, their origins were initially well-received.
- ◆The Lemoyne Raiders may also be based off another real-life confederate militia called "Logan Wildcats". Furthermore, the Logan Wildcats were affiliated with the Hatfields in the infamous Hatfield-McCoy feud, from which the Braithwaite-Gray feud takes inspiration.
- ◆The Raiders can launch a very dangerous ambush under the rail bridge near Hill Haven Ranch. A gang of 8-12 mounted Raiders will storm the player without warning and attempt to kill them. Mortality rates for the protagonist are notoriously high in this ambush.
- ◆The player is able to equip and keep two unique hats from select enemies in random Lemoyne Raider camps. They are the Military Officer's Hat and the Military Forage Cap, which when equipped will be stored in the Stolen Hats category of the player's wardrobe. There are additional unique hats that the Lemoyne Raiders wear as well, but they cannot be saved.
- ◆In a random encounter in Saint Denis at night near the Quincy Harris Memorial Hall, two possible Lemoyne Raiders in disguise quickly throw Fire Bottles at city hall before running away. Left behind on a wall is some writing which reads 'Lemoyne Is a Free State'.
- ◆Another random encounter can occur when passing by Catfish Jacksons. The Raiders launch an ambush on the player with a wagon mounted Gatling Gun, while reinforcements arrive and attack the player. Due to a lack of cover, this can be a difficult fight.
- ◆There is a file containing thirty-three masked Lemoyne Raiders which is used in "Advertising, The New American Art". However, only one of these masked raiders spawn during the mission although the appearance is chosen at random, making it likely that they were originally intended for something else.
- ◆When you approach one of the Lemoyne Raiders' random camps (most of which appear around Rhodes), you can go close enough to the camp that they notice you ("Someone's coming!"), then turn around and ride away until the red sector on the mini-map goes away, then turn around again and return to their camp. Now they can't see you. You can walk around and pick up everything in the camp, push them around, kill them if you like, and they won't do anything.
