Les Lemoyne Raiders sont une milice néo-confédérée composée d'anciens soldats confédérés et de jeunes recrues. Menés par Lindsey Wofford, ils portent des vêtements gris de style militaire et des foulards jaunes, et opèrent dans Lemoyne ainsi qu'à la frontière de New Hanover. Leurs bases comprennent Shady Belle dans Bayou Nwa et Fort Brennand dans Roanoke Ridge. Ils travaillent avec la famille Braithwaite, font le commerce de marchandises illicites et d'alcool clandestin, et attaquent ceux qu'ils considèrent comme alliés du Nord ou du gouvernement.
Le gang Van der Linde les affronte pour la première fois près de Rhodes, lorsque Sheriff Leigh Gray envoie Dutch van der Linde, Arthur Morgan et Bill Williamson avec Archibald MacGregor détruire une opération d'alcool clandestin des Raiders. Ils en saisissent le stock. Peu après, des Raiders tentent de braquer Arthur et Sadie Adler sur la route, mais Sadie ouvre le feu et ils tuent les assaillants. Lenny Summers apprend plus tard qu'une cache d'armes des Raiders se trouve dans une plantation, et Arthur et lui la volent après avoir combattu les hommes qui la gardent et leurs renforts lancés à leur poursuite.
Arthur rencontre ensuite des Raiders en aidant Hosea Matthews à distribuer l'alcool clandestin que le gang leur a pris. Les Raiders confrontent les deux hommes dans un saloon, forçant Arthur et Hosea à se frayer un chemin à coups de feu avant de retourner au camp. Arthur ou John Marston peuvent aussi accepter la prime sur Wofford. À Fort Brennand, ils combattent ses hommes et le capturent ou le tuent. S'il est capturé, Wofford est emprisonné à Saint Denis puis pendu.
Arthur et John débarrassent Shady Belle des Raiders lorsque le gang Van der Linde a besoin d'un nouveau camp. Ils tuent les hommes à l'extérieur et fouillent la maison, où Arthur trouve d'autres Raiders dans les pièces à l'étage. Un Raider âgé dans la chambre principale se suicide à moins qu'Arthur ne le tue d'abord. Le gang s'installe à Shady Belle après le combat. Les Raiders le reprennent plus tard et, bien que beaucoup fuient vers le Texas après des affrontements avec les autorités, des éléments restants demeurent actifs dans Lemoyne en 1907.

- ◆The Lemoyne Raiders shares similarities with the real-life Quantrill's Raiders, a pro-Confederate militia active during the American Civil War of which Jesse James and his brother, Frank James, had served as members.
- ◆Additionally, a letter that can be looted from the corpse of a Lemoyne Raider in a random encounter alludes to the Lawrence Massacre, an infamous raid conducted by Quantrill's Raiders on August 21, 1863, in which the group attacked the town of Lawrence, Kansas, targeting Unionists, abolitionists, and freedmen.
- ◆They also resemble the real-life white supremacist paramilitary groups, the White League and Red Shirts, in several respects. Both also had veteran soldiers of the Confederacy in its ranks and focused on attacking those who they perceived as against their cause, such as African Americans, Whites who supported the Republican Party in the South, and Northerners. Just like the Lemoyne Raiders, their origins were initially well-received.
- ◆The Lemoyne Raiders may also be based off another real-life confederate militia called "Logan Wildcats". Furthermore, the Logan Wildcats were affiliated with the Hatfields in the infamous Hatfield-McCoy feud, from which the Braithwaite-Gray feud takes inspiration.
- ◆The Raiders can launch a very dangerous ambush under the rail bridge near Hill Haven Ranch. A gang of 8-12 mounted Raiders will storm the player without warning and attempt to kill them. Mortality rates for the protagonist are notoriously high in this ambush.
- ◆The player is able to equip and keep two unique hats from select enemies in random Lemoyne Raider camps. They are the Military Officer's Hat and the Military Forage Cap, which when equipped will be stored in the Stolen Hats category of the player's wardrobe. There are additional unique hats that the Lemoyne Raiders wear as well, but they cannot be saved.
- ◆In a random encounter in Saint Denis at night near the Quincy Harris Memorial Hall, two possible Lemoyne Raiders in disguise quickly throw Fire Bottles at city hall before running away. Left behind on a wall is some writing which reads 'Lemoyne Is a Free State'.
- ◆Another random encounter can occur when passing by Catfish Jacksons. The Raiders launch an ambush on the player with a wagon mounted Gatling Gun, while reinforcements arrive and attack the player. Due to a lack of cover, this can be a difficult fight.
- ◆There is a file containing thirty-three masked Lemoyne Raiders which is used in "Advertising, The New American Art". However, only one of these masked raiders spawn during the mission although the appearance is chosen at random, making it likely that they were originally intended for something else.
- ◆When you approach one of the Lemoyne Raiders' random camps (most of which appear around Rhodes), you can go close enough to the camp that they notice you ("Someone's coming!"), then turn around and ride away until the red sector on the mini-map goes away, then turn around again and return to their camp. Now they can't see you. You can walk around and pick up everything in the camp, push them around, kill them if you like, and they won't do anything.
