- ◆Unlike his fellow police officers, Morgan may be seen carrying an old-fashioned Schofield Revolver instead of an automatic handgun, such as the Semi-automatic Pistol or High Power Pistol.
- ◆Morgan is possibly the longest-serving officer in the department, judging from his appearance and often remarks on how frustrated he is by certain "cowboys" who refuse to accept that the days of the Old West are over.
- ◆Although wearing a regular patrolman’s uniform, Morgan appears to be acting as the temporary chief of the Blackwater Police Department following the retirement of Oswald Dunbar before the events of the game. This is evidenced by his payment to Marston for assisting with police duties and his eventual capture and execution during "At Home with Dutch."
