Outside Flatneck Station in The Heartlands, Arthur Morgan is approached by Phineas T. Ramsbottom, an animated collector with an extreme cigarette habit. Phineas explains that the tobacco itself does not interest him as much as the cards tucked into Premium Cigarette packs. He lays out examples from his collection, covering subjects such as gunslingers, circus performers and feline predators, then asks Arthur to locate complete card sets for him.

Phineas hands Arthur his business card and boards a departing train. Arthur is left to search for Cigarette Cards across the settlements, regions and states of the frontier. Cards turn up in the world, while Premium Cigarettes also contain them. As he gathers them, Arthur builds the complete sets that Phineas wants, carrying the collection until every required card has been found.

With the collection complete, Arthur goes to a post office and sends the card sets to Phineas. The request ends with the cards posted from the frontier mail service.
