Chelonia es una secta religiosa fundada a finales del siglo XVIII y dirigida por Anders Helgerson en 1899. Su sede está en Boston, aunque consigue adeptos en el norte de New Hanover, donde su captación de hombres jóvenes y aptos la vuelve impopular entre los habitantes. Los Chelonians prometen una sociedad utópica y segura llamada Chelonia, y exigen que sus seguidores se entreguen por completo a la fe. Veneran a las tortugas como animales sagrados, llevan túnicas con tortugas y bolsas con esa forma, y se agrupan en una "concha de seguridad" cuando se ven amenazados.
Arthur Morgan conoce a la secta cuando Mary Linton le pide que busque a su hermano Jamie Gillis en una granja cerca de Valentine. Jamie se ha unido a los Chelonians, y Mary espera que Arthur pueda convencerlo de regresar. Arthur cabalga hasta el campamento situado en una montaña cerca de Cumberland Forest, donde el Chelonian Master y los demás seguidores rodean a Jamie y sostienen que ha elegido su camino. Arthur habla con Jamie, pero interviene por la fuerza cuando este se niega a marcharse. Jamie huye a caballo, aunque Arthur lo alcanza cuando queda a pie al otro lado de las vías y evita que se dispare. Arthur devuelve a Jamie con Mary.
Anders Helgerson también aparece en Saint Denis, repartiendo panfletos de Chelonia y predicando a los transeúntes. En 1907, John Marston puede volver a la misma cima cerca de Cumberland Forest y hallar a la secta preparando una iniciación bajo un nuevo Chelonian Master. Los Chelonians reunidos cantan mientras el Master pide a los iniciados que lo sigan en un viaje hacia Chelonia. Después se arroja por el precipicio, y sus seguidores saltan tras él.

- ◆The Chelonians' act of binding together to form a "shell of safety" is likely inspired by the Testudo formation used by the Roman Army. In addition to them having the same structure and general purpose, "Testudo" in Latin translates to "Tortoise", which is itself a type of turtle – the animal considered sacred by the cult.
- ◆The word "Chelonia" is the other name of the taxonomic order Testudines, which encompasses all 14 families of 356 known species of extant turtles.
- ◆The player can find dead Chelonians dressed as Jesuits in camp at Cholla Springs; on their tunics dominate a light blue color, similar to the Epsilon Program Robes.
- ◆In "Polite Society, Valentine Style", the player can encounter a man affiliated with the cult and is seen praying at the Saints Hotel. This NPC is wearing a baby blue shirt, the color worn by Epsilon members.
- ◆When encountering the Chelonian rite during the Epilogue, if the player chooses to follow the members of the cult on their "journey" by jumping off the same cliff, John will enthusiastically cry out "Chelonia!" in the same manner as the members that jumped before him . Nothing unique follows this, as the player simply falls to their death and respawns as usual. John's dialogue can also be triggered by walking very close to the edge of the cliff, without needing to jump.
- ◆The player can encounter a friendly camper who mentions that he used to be a follower of Chelonia. He mentions that he almost followed them off a cliff which foreshadows the fate of Anders and the Chelonian Master.
