Michael incontra Dave Norton su un balcone del Kortz Center a Pacific Bluffs e pretende che l'FIB mantenga la promessa di lasciare in pace lui e i suoi associati dopo The Bureau Raid. Dave dice che l'accordo è cambiato. Steve Haines arriva con Andreas Sanchez e ordina l'arresto di entrambi gli uomini, con l'intenzione di insabbiare le prove dei propri traffici. I quattro si puntano le armi addosso, prima che Dave riesca a disinnescare lo scontro.

Agenti dell'IAA guidati dall'U.L. Paper Contact li circondano, seguiti da un'unità tattica dell'FIB. Sanchez rivela di aver lavorato contro Haines e con la squadra dell'FIB. Un Buzzard di Merryweather irrompe nello scontro e scoppia una sparatoria. Un agente dell'FIB ferisce Haines a una gamba. Haines uccide Sanchez e fugge, lasciando Michael e Dave sotto attacco da parte delle forze dell'FIB, dell'IAA e di Merryweather. Michael combatte lungo il balcone, ma viene separato da Dave.

Il punto di vista passa a Trevor, appostato dall'altra parte del Kortz Center con un fucile di precisione. Uccide il pilota di un Buzzard che minaccia Michael, poi gli dice di non essere venuto per ucciderlo, perché sarà soltanto Trevor a decidere quando accadrà. Trevor copre Dave mentre attraversa il cortile. Michael spiega che Dave è la loro protezione rimasta contro l'FIB, e Dave promette di cercare di tenere Haines sotto controllo. Trevor e Michael liberano una via verso il cortile e si ricongiungono a Dave.

Michael scorta Dave fino al parcheggio e i due lasciano il Kortz Center separatamente. Un elicottero di Merryweather insegue Michael mentre si dirige a Morningwood. Dietro un banco dei pegni, Trevor dice a Michael che non si fida più di lui, ma accetta di lavorare insieme per il colpo alla Union Depository prima di regolare i conti. Chiamano Lester Crest, che inizia a organizzare il colpo. Trevor pronuncia un'ultima minaccia e se ne va.

Curiosità

  • ◆The Mexican stand off in the first cutscene is very similar to the one in the 1993 film True Romance, written by Quentin Tarantino.
  • ◆The standoff between the different agencies, and the ensuing shoot-out, are very similar to the final ones in the 1998 film Enemy of the State.
  • ◆This mission marks one of the rare mission appearances of the FIB tactical teams.
  • ◆Sanchez's head wound is excessively large for an AP Pistol. Outside of the mission, the AP Pistol cannot inflict a wound of that size.
  • ◆If the player manages to turn over Sanchez's body, no bullet wound will be found on the front of his head.
  • ◆Though the United Liberty Paper contact can be killed in the mission, his death will be non-canonical, because he later appears alive and well in the GTA Online DLC The Doomsday Heist, which takes place in 2017, four years after GTA V, which takes place in 2013 (although his voice actor changed as the result of the original voice actor's death in 2018).
  • ◆Despite the mission taking place in an open environment, the map is similar to those used in interiors. This is to allow the player to locate the large number of gunmen, as interior maps have better detail.
  • ◆After the last wave of mercenaries have been killed, several off-road Mesas, a Carbonizzare, a Dominator, and a Vacca can be stolen during the getaway, and kept after the mission, provided the Buzzard has been destroyed.
  • ◆During the final cutscene, there is a chance for a random car to be seen parked on the same side of the street. Once the cutscene is finished, the random car (if it was present) will be replaced with whatever vehicle Michael drove to Trevor's location. If not, the vehicle Michael drove may be moved to the adjacent side of the street. Either way, it will be ready for Michael to use afterwards.
  • ◆This is the second mission where a character, a member (or leader) of a group, is executed by the antagonist, the first being The Long Stretch, where Stretch kills D for setting him, Franklin and Lamar up for the Ballas to kill them after the duo kidnapped D.
  • ◆If the player immediately switches to Trevor after completing the mission, he will be seen walking down a street, saying "Oh Michael, Michael, Michael...what will you do without me?".
  • ◆After this mission, a crashed Buzzard helicopter will thereafter be seen in one of the center's fountains (this includes Director Mode).
