Michael retrouve Dave Norton sur un balcon du Kortz Center à Pacific Bluffs et exige que le FIB respecte sa promesse de le laisser, lui et ses associés, tranquilles après The Bureau Raid. Dave affirme que l'accord a changé. Steve Haines arrive avec Andreas Sanchez et ordonne l'arrestation des deux hommes, avec l'intention de faire disparaître les preuves de ses propres magouilles. Les quatre hommes se braquent mutuellement avant que Dave ne parvienne à désamorcer l'affrontement.

Des agents de l'IAA menés par le U.L. Paper Contact les encerclent, bientôt suivis par une unité tactique du FIB. Sanchez révèle qu'il travaillait contre Haines et avec l'équipe du FIB. Un Buzzard de Merryweather se joint à la confrontation et une fusillade éclate. Un agent du FIB blesse Haines à la jambe. Haines tue Sanchez et s'enfuit, laissant Michael et Dave sous les attaques des forces du FIB, de l'IAA et de Merryweather. Michael combat le long du balcon, mais se retrouve séparé de Dave.

Le point de vue passe à Trevor, posté de l'autre côté du Kortz Center avec un fusil de précision. Il abat le pilote d'un Buzzard qui menace Michael, puis dit à Michael qu'il n'est pas venu pour le tuer, car Trevor décidera seul du moment où cela arrivera. Trevor couvre Dave tandis qu'il traverse la cour. Michael explique que Dave est leur dernière protection contre le FIB, et Dave promet d'essayer de maîtriser Haines. Trevor et Michael dégagent un passage vers la cour et retrouvent Dave.

Michael escorte Dave jusqu'au parking et les deux hommes quittent séparément le Kortz Center. Un hélicoptère de Merryweather poursuit Michael alors qu'il se dirige vers Morningwood. Derrière un magasin de prêt sur gage, Trevor dit à Michael qu'il ne lui fait plus confiance, mais accepte de travailler avec lui pour le coup de Union Depository avant de régler leurs comptes. Ils appellent Lester Crest, qui commence à organiser le braquage. Trevor profère une dernière menace et s'en va.

Anecdotes

  • ◆The Mexican stand off in the first cutscene is very similar to the one in the 1993 film True Romance, written by Quentin Tarantino.
  • ◆The standoff between the different agencies, and the ensuing shoot-out, are very similar to the final ones in the 1998 film Enemy of the State.
  • ◆This mission marks one of the rare mission appearances of the FIB tactical teams.
  • ◆Sanchez's head wound is excessively large for an AP Pistol. Outside of the mission, the AP Pistol cannot inflict a wound of that size.
  • ◆If the player manages to turn over Sanchez's body, no bullet wound will be found on the front of his head.
  • ◆Though the United Liberty Paper contact can be killed in the mission, his death will be non-canonical, because he later appears alive and well in the GTA Online DLC The Doomsday Heist, which takes place in 2017, four years after GTA V, which takes place in 2013 (although his voice actor changed as the result of the original voice actor's death in 2018).
  • ◆Despite the mission taking place in an open environment, the map is similar to those used in interiors. This is to allow the player to locate the large number of gunmen, as interior maps have better detail.
  • ◆After the last wave of mercenaries have been killed, several off-road Mesas, a Carbonizzare, a Dominator, and a Vacca can be stolen during the getaway, and kept after the mission, provided the Buzzard has been destroyed.
  • ◆During the final cutscene, there is a chance for a random car to be seen parked on the same side of the street. Once the cutscene is finished, the random car (if it was present) will be replaced with whatever vehicle Michael drove to Trevor's location. If not, the vehicle Michael drove may be moved to the adjacent side of the street. Either way, it will be ready for Michael to use afterwards.
  • ◆This is the second mission where a character, a member (or leader) of a group, is executed by the antagonist, the first being The Long Stretch, where Stretch kills D for setting him, Franklin and Lamar up for the Ballas to kill them after the duo kidnapped D.
  • ◆If the player immediately switches to Trevor after completing the mission, he will be seen walking down a street, saying "Oh Michael, Michael, Michael...what will you do without me?".
  • ◆After this mission, a crashed Buzzard helicopter will thereafter be seen in one of the center's fountains (this includes Director Mode).
