Jimmy Brooks هو أحد سكان Blackwater عام 1899. يظهر في Valentine حين يصادفه Arthur Morgan ويدرك أن Brooks يعرفه. كان Brooks قد رأى Arthur في Blackwater أثناء سرقة العبارة الفاشلة التي نفذتها عصابة Van der Linde، ويتعرف إليه بوصفه أحد الرجال المتورطين فيها. ينكر Arthur ذلك، لكن رؤيته تخيف Brooks إلى حد يجعله يهرب من البلدة على ظهر حصان.
يطارد Arthur، Brooks عبر الريف. يكون الرجل القادم من Blackwater يائساً من الفرار، لكنه يفقد السيطرة ويسقط عن حصانه قرب جرف. يتمسك بالحافة ويتدلى فوق السقوط، متوسلاً إلى Arthur أن يساعده. وبما أن Brooks لا يستطيع الهرب أو إخفاء ما يعرفه، يقرر Arthur مصير الشاهد.
يمكن لـ Arthur أن يترك Brooks متدلياً ويدوس على يديه، مرسلاً إياه فوق الجرف إلى موته. ولا يحصل Brooks أبداً على فرصة للإبلاغ عن رؤيته Arthur في سرقة العبارة. وهنا ينتهي دوره في القصة عند سفح الجرف.
أما إذا سحبه Arthur إلى بر الأمان، فإنه يحذر Brooks من التحدث عن Blackwater والعصابة. وامتناناً لنجاته، يعد Brooks بألا يخبر أحداً ويعطي Arthur قلماً فولاذياً. ثم يمتطي حصانه ويرحل بعيداً عن الجرف.

- ◆There is a poem about Jimmy Brooks in the Strange Man's shack at Bayall Edge, chronicling either his death or survival, depending on whether or not Arthur saved him.
- ◆Jimmy Brooks' name can also be found carved into Register Rock saying "J. BROOKS U.S. POST 1863", implying Brooks worked for the Postal Service. However, the dates do not make sense as Brooks seems to be in his 30s and his name was carved into the rock 36 years prior to the events of the game, assuming that Jimmy Brooks was not a young child when he was employed. That would put him at least in his 40s or 50s which Brooks does not appear to be. Alternatively J. Brooks could be a relative of his or simply a coincidence.
- ◆The pen which Jimmy gives Arthur can be sold to a Fence for $10. It cannot be given to Mary-Beth for her camp request in Chapter 2. Besides the Fountain Pen, no other pens can be found in the game. Its further properties or utilities, if any, are unknown. Arthur will never write with Jimmy Brooks' pen in his journal.
