Jimmy Brooks è un residente di Blackwater nel 1899. Appare a Valentine quando Arthur Morgan lo incontra e si rende conto che Brooks lo riconosce. Brooks ha visto Arthur a Blackwater durante la fallita rapina al traghetto della gang Van der Linde, e lo identifica come uno degli uomini coinvolti. Arthur nega, ma la sua vista spaventa Brooks al punto da farlo fuggire dalla città a cavallo.
Arthur insegue Brooks attraverso la campagna. L'uomo di Blackwater è disperato di fuggire, ma perde il controllo e cade da cavallo vicino a una scogliera. Riesce ad aggrapparsi al bordo e resta sospeso sul precipizio, implorando Arthur di aiutarlo. Con Brooks incapace di scappare o di nascondere ciò che sa, Arthur decide il destino del testimone.
Arthur può lasciare Brooks appeso e calpestargli le mani, facendolo precipitare dalla scogliera verso la morte. Brooks non ha mai l'occasione di denunciare di aver visto Arthur durante la rapina al traghetto. La sua parte nella storia termina ai piedi della scogliera.
Se invece Arthur lo mette in salvo, avverte Brooks di non dire nulla su Blackwater e sulla gang. Grato di essere vivo, Brooks promette di non dirlo a nessuno e dà ad Arthur una penna d'acciaio. Poi si allontana a cavallo dalla scogliera.

- ◆There is a poem about Jimmy Brooks in the Strange Man's shack at Bayall Edge, chronicling either his death or survival, depending on whether or not Arthur saved him.
- ◆Jimmy Brooks' name can also be found carved into Register Rock saying "J. BROOKS U.S. POST 1863", implying Brooks worked for the Postal Service. However, the dates do not make sense as Brooks seems to be in his 30s and his name was carved into the rock 36 years prior to the events of the game, assuming that Jimmy Brooks was not a young child when he was employed. That would put him at least in his 40s or 50s which Brooks does not appear to be. Alternatively J. Brooks could be a relative of his or simply a coincidence.
- ◆The pen which Jimmy gives Arthur can be sold to a Fence for $10. It cannot be given to Mary-Beth for her camp request in Chapter 2. Besides the Fountain Pen, no other pens can be found in the game. Its further properties or utilities, if any, are unknown. Arthur will never write with Jimmy Brooks' pen in his journal.
