Jimmy Brooks is a Blackwater resident in 1899. He appears in Valentine when Arthur Morgan comes across him and realizes that Brooks recognizes him. Brooks has seen Arthur in Blackwater during the Van der Linde gang's failed ferry robbery, and he identifies him as one of the men involved. Arthur denies it, but the sight of him frightens Brooks enough to flee town on horseback.
Arthur pursues Brooks through the countryside. The Blackwater man is desperate to get away, but he loses control and falls from his horse near a cliff. He catches himself on the edge and hangs over the drop, pleading with Arthur to help him. With Brooks unable to escape or conceal what he knows, Arthur decides what becomes of the witness.
Arthur can leave Brooks hanging and stamp on his hands, sending him over the cliff to his death. Brooks never gets the chance to report seeing Arthur at the ferry robbery. This ends his part in the story at the foot of the cliff.
If Arthur pulls him to safety instead, he warns Brooks to keep silent about Blackwater and the gang. Grateful to be alive, Brooks promises not to tell anyone and gives Arthur a steel pen. He then rides away from the cliff.

- โThere is a poem about Jimmy Brooks in the Strange Man's shack at Bayall Edge, chronicling either his death or survival, depending on whether or not Arthur saved him.
- โJimmy Brooks' name can also be found carved into Register Rock saying "J. BROOKS U.S. POST 1863", implying Brooks worked for the Postal Service. However, the dates do not make sense as Brooks seems to be in his 30s and his name was carved into the rock 36 years prior to the events of the game, assuming that Jimmy Brooks was not a young child when he was employed. That would put him at least in his 40s or 50s which Brooks does not appear to be. Alternatively J. Brooks could be a relative of his or simply a coincidence.
- โThe pen which Jimmy gives Arthur can be sold to a Fence for $10. It cannot be given to Mary-Beth for her camp request in Chapter 2. Besides the Fountain Pen, no other pens can be found in the game. Its further properties or utilities, if any, are unknown. Arthur will never write with Jimmy Brooks' pen in his journal.
