Captain Lyndon Monroe ist ein Offizier der United States Army und Absolvent von West Point, der aus Washington entsandt wird, um die Unruhen rund um das Wapiti Indian Reservation zu bewältigen. Er ist beim Regiment von Fort Wallace stationiert und versucht, den Frieden zwischen der Army und den Wapiti zu wahren. Den Menschen im Reservat begegnet er mit Sorge statt Vorurteilen, doch das Verhalten von Colonel Favours treibt den Konflikt in Richtung Gewalt.
Arthur Morgan trifft Monroe, als er das Reservat besucht, um mit Rains Fall zu sprechen. Später bittet Monroe Arthur, Pockenimpfstoffe zurückzuholen, die Favours den Wapiti vorenthält, obwohl unter ihnen ein Ausbruch wütet. Arthur nimmt die Medizin aus einer Kutsche der Army und bringt sie Monroe im Reservat zurück. Indem er Favours umgeht, handelt Monroe gegen Befehle, um die Wapiti zu schützen.
Arthur begegnet Monroe erneut, als er und Charles Smith an Verhandlungen zwischen Favours und Rains Fall teilnehmen. Während Arthur sich in einem medizinischen Zelt befindet, hört er Soldaten über Favours' Plan sprechen, Monroe des Verrats zu beschuldigen und ihn hängen zu lassen, weil er den Feldzug des Colonels gegen die Wapiti behindert. Die Gespräche scheitern, und Favours ordnet Monroes Verhaftung an.
Arthur und Charles nehmen einen Soldaten gefangen und tauschen ihn gegen Monroe aus. Sie entkommen zu Pferd und wehren anschließend verfolgende Soldaten aus der Deckung der Bäume ab. Monroe weigert sich trotz ihres Verrats, gegen die Männer der Army zu kämpfen, da er sich weiterhin seiner Pflicht als Soldat verpflichtet fühlt. Nachdem die Angreifer zurückgeschlagen wurden, bringen Arthur und Charles ihn zu Emerald Station. Arthur gibt Monroe Geld, und Monroe steigt in einen Zug, der das Gebiet verlässt.

- ◆While Monroe is referred to as a captain, his shoulder board rank insignia indicates the grade of a first lieutenant. Although it is possible he received a brevet rank, this was discontinued in 1870 which would place Monroe's age in his late 40s if this were to be the case. Furthermore, while the sky blue color had once been used to indicate an officer in the infantry service, the color was changed to white in 1885 and sky blue was discontinued entirely. Monroe also appears to be serving in the capacity of a staff officer (it is unlikely the Army would ask an officer to submit a report on the conduct of his direct superior), in which case his shoulder boards and trouser stripes should be black.
- ◆Another possible explanation for the discrepancy in rank is that Monroe might have held a captain's commission with the United States Volunteers during the Spanish-American War, only recently concluded at the time of the events of the game. However, it would have been inappropriate for active duty personnel like Favours and his troops to refer to Monroe by a rank other than that he was currently serving at.
- ◆A captain in the United States Army commands a company. If Captain Monroe is within the chain of command of Favours' regiment (something not made entirely clear in the game), he would likely be in command of an infantry company garrisoned at Fort Wallace, while Colonel Favours would have held command of an entire regiment.
- ◆Monroe is a graduate of the United States Military Academy at West Point, New York, more commonly referred to as West Point. As such, he would have been commissioned as an officer upon graduation.
- ◆Monroe's first name is only mentioned once by Rains Fall in "The Fine Art of Conversation" and only if the player did not meet him prior to the mission.
