Player notes
Before 1899, Arturo Bullard acquires a European hot air balloon and works as an aviator in Lemoyne. He enters Arthur Morgan's story when Sadie Adler hires him to give Arthur flying lessons. Sadie wants the balloon to help locate John Marston, who has been taken to Sisika Penitentiary on an island near Saint Denis.
When Arthur and Sadie meet Bullard, he refuses to take Sadie aboard, claiming that flight affects women's "vapors." He leaves her behind and brings Arthur into the balloon. As they rise, Bullard explains the controls and speaks with Arthur while Arthur learns to guide the craft toward Sisika.
Bullard becomes suspicious when Arthur brings the balloon near the restricted prison island. Arthur says he is searching for a friend, so Bullard takes the controls while Arthur searches through binoculars. Arthur spots a prisoner he believes to be John. Sisika's guards fire at the balloon, but Bullard gets it clear of the island without being brought down.
Bullard flies Arthur toward Annesburg, where they see Sadie fleeing O'Driscolls. At Arthur's order, he brings the balloon closer so Arthur can shoot at the pursuing gang. Bullard enjoys the chase until he is shot, then hit again and killed. He falls from the balloon, leaving Arthur to take over and collect Sadie before the balloon crashes.

- โIt is possible for his pilot helmet to get shot off, although this has no effect on the mission.
- โThe name Arturo is of Italian, Portuguese, and Spanish origin and means "bear". It is a variation of the name Arthur.
- โOn the matter of his name, Arturo claims that his mother was "a keen student of the Italianate". This may be a reference to Castro Lagano, a minor character in Grand Theft Auto V (a fellow Rockstar title) whose given name is also of Romance origin.
