Francis Sinclair, who calls himself Frank, lives alone in a small cabin in Big Valley, outside Strawberry. A quick-speaking collector with ginger hair, a pencil moustache and a large birthmark above his right eye, he approaches the protagonist with an unusual request. Francis has been searching for ten rock carvings scattered across the country and wants their locations. He offers payment for the information, but gives no clear account of why the carvings matter to him.
As the protagonist finds the carvings and sends Francis their locations by post, Francis remains out of sight. Once every location has been reported, he sends an invitation to return to the cabin. The protagonist arrives to find Francis gone. His room contains papers, sketches and diagrams that suggest an obsession with travel across time. Among the images are people passing through portals, as well as visions resembling cities, skyscrapers, an atom and a nuclear blast.
A woman then enters the cabin carrying her infant son, also named Francis. She is Mrs. Sinclair, and the child has the same birthmark above his right eye as the adult collector. The protagonist struggles to account for what has happened. When Mrs. Sinclair asks for a name, the protagonist decides it does not matter and leaves her with the baby in the cabin.

- ◆Francis Sinclair has a strong Transatlantic accent, which was particularly prominent in American culture during the 1920s and 1930s. The fact that he was an infant in 1899-1907 further suggests this.
- ◆Sinclair's Business Card's logo has an hourglass with wings on it, symbolizing time and travel respectively. This reinforces the idea that he is a time traveler.
- ◆Further reinforcing the time traveler hypothesis is his possession of pants with belt loops. These types of pants were not invented until 1922, although they are featured often in the sequel (which takes place primarily in 1911).
- ◆From his unique birthmark, players may deduce that he is a reference to Kraff, a deity worshiped by the Epsilon Program from Rockstar North's Grand Theft Auto series, another franchise published by Rockstar Games. However, the character's portrayal and background contradicts every aspect of the Epsilon Program (red birthmark, prohibited red hair, time travel science (general relativity), contradictory years with Epsilonism's creation, setting in an unrelated universe, etc.), making the possibility of being a reference unlikely and simply a coincidence.

According to folklore, Henry Sinclair traveled to the American continent nearly a century before Christopher Columbus did. But some legends even claim he left behind stone carvings and markings throughout what are now Massachusetts and Maine, long before those regions were officially discovered. And in the game, the player is tasked by Francis Sinclair with finding evidence of ancient peoples in several rock formations which are scattered all over the country.

But the similarities end there; one painting's meaning is time travel and the other's politics.
