Otis Skinner is an American outlaw, born around 1859, and one of the men leading the Skinner Brothers. He has unnamed brothers within the gang, whose reputation rests on exceptional cruelty. By 1907, Otis and the Skinner Brothers have established a camp in Tall Trees, West Elizabeth. Their actions make Otis wanted by the Blackwater Police Department, bringing him into John Marston's path.
John Marston tracks Otis through Tall Trees after taking on the search for him. Otis carries a Cattleman Revolver and can resist the attempt to bring him in, but John eventually overcomes him. The encounter ends with Otis either dead or in John's custody. His fate depends on whether John kills him during the pursuit or delivers him alive to Blackwater.
If Otis is killed, Blackwater police chief Oswald Dunbar has John place the body in a cart behind the police station. If he arrives alive, the authorities later hang him in public. Either outcome leaves Otis Skinner buried in Blackwater Cemetery.
