Palmer is the acting sheriff of Armadillo, a post he holds before 1898. He works from the Armadillo Sheriff's Office in Cholla Springs, New Austin, where he represents what remains of local law. His position brings him into contact with bounty hunters and criminals, although the town's worsening condition eventually leaves him unable to control it.
In Red Dead Online, Palmer oversees bounty work from his office. Wanted notices are posted outside, and bounty hunters bring the people named on them to Armadillo, alive or dead. Palmer accepts the prisoners or bodies, pays the listed bounty, and reacts to the condition in which each outlaw is delivered.
By 1907, cholera has stripped Armadillo of much of its population, while gang attacks have made the town increasingly lawless. Palmer is overwhelmed by the pressure on the sheriff's office. The Del Lobo Gang is among the forces threatening the town, and Palmer no longer appears able to keep order on his own.
When a traveler arrives in Armadillo, Del Lobo gunmen may have Palmer trapped outside his office. If the gunmen are driven off, Palmer thanks the rescuer, gives up his position, leaves his paperwork in the office, and heads toward Blackwater. If nobody intervenes before the confrontation ends, the Del Lobos shoot Palmer dead and ride out of town.

- โSheriff Palmer or an NPC with his model can also be seen in Tumbleweed upon entering the town for the first time, during a random encounter where he brings a member of the Del Lobos to be executed by Sheriff Sam Freeman.
- โHe shares the last name of Steve J. Palmer, the actor of Bill Williamson.
- โIf the player visits Armadillo before the Epilogue, with the use of exploits, Palmer's random encounter can trigger. However, Arthur doesn't have any recorded lines for the event.
- โPalmer's voice actor is also used for the unnamed Sheriff that is seen during the hanging of the "Unlucky Man" in Saint Denis as well as the unnamed Blackwater Sheriff that can be seen during the hanging random events at the gallows next to Blackwater Police Department.
