Thomas Downes est un fermier de Downes Ranch, dans The Heartlands, où il vit avec sa femme Edith et leur fils Archie. Il collecte également des dons pour The Charitable Organisation of New Hanover, malgré les difficultés financières de son propre foyer et l'aggravation de sa maladie. Son activité l'amène à Valentine durant le chapitre de Horseshoe Overlook, où il se tient près des écuries pour demander aux habitants des contributions caritatives.
Downes intervient devant Smithfield's Saloon lorsqu'Arthur Morgan continue de frapper Tommy après avoir remporté leur combat. Arthur le congédie. Downes donne ensuite de l'argent aux pauvres à Valentine et peut demander un don à Arthur, toussant en parlant. Incapable de subvenir aux besoins de sa famille et de rembourser ce qu'il doit, il a déjà contracté un prêt auprès de Leopold Strauss.
Strauss envoie Arthur à Downes Ranch pour récupérer la dette. Downes affirme ne pas avoir d'argent, et Arthur réagit en menaçant et en frappant le frêle fermier. Downes crache du sang pendant l'agression, dont une partie atteint la bouche d'Arthur. Edith et Archie se précipitent auprès de Thomas tandis qu'Edith supplie qu'on leur accorde davantage de temps, mais Arthur part après avoir exigé l'argent.
Thomas meurt quelque temps après la visite d'Arthur. Edith et Archie tiennent Arthur pour responsable de sa mort. Des mois plus tard, alors qu'Arthur se rend à la rencontre de Sadie Adler et au secours de John Marston, une violente quinte de toux le laisse inconscient. Un médecin annonce à Arthur qu'il souffre d'une tuberculose terminale. Arthur écrit plus tard qu'il pense avoir contracté la maladie à cause du sang de l'homme qu'il a battu à Downes Ranch.
Anecdotes
- ◆Unlike most of the other loan shark missions, "Money Lending and Other Sins III" is mandatory, making it impossible to prevent Arthur from contracting tuberculosis.
- ◆Additionally, when Arthur confronts Downes during this, the player cannot wear a mask (I.E. the Bandana) and if attempting to do so, Arthur will take it off.
- ◆During the fundraising event in Valentine, the dialogue will vary depending on whether the player has completed "Americans at Rest".
- ◆Thomas cannot be lassoed, hogtied or killed. However, he can become a witness and will try to report the player if the latter has committed any crimes near him. Downes can be also robbed with the use of exploits.
- ◆His grave marker incorrectly spells his name as "Thomas Downs".
- ◆In the second trailer for the game, Edith can be seen mourning at his grave in Valentine. In the files, he has an unused grave near this spot that differs from the final version.
- ◆The player can collect Downes' hat by shooting it off his head before beating him, though they cannot keep it as it will not be saved in the wardrobe.
