Vice City is a coastal city in southeastern Leonida and the county seat of Vice-Dale County. Its mainland borders a bay in south Leonida. Natural and artificial barrier islands lie between the city and Vice Beach, a neighbouring city within the Vice City metropolitan area. Vice City is Leonida's most populous and densely populated city.

The city is a modern, 21st-century interpretation of Miami. Downtown's skyscrapers and condominiums rise over mainland districts including Little Cuba, La Perle, Rockridge and Southside. Vice City International Airport stands on the mainland, while PortViceCity is the city's seaport and is described as the world's cruise ship capital.

Vice City carries a history of 1980s drug wars and cocaine trafficking, with crime associated with poorer and immigrant neighbourhoods such as La Perle and Little Cuba. Fleeca Field in Rockridge is home to the Vice City Mambas, and Sahara Arena in Downtown hosts the Vice City Narcos. Roads, interstates and the Vice City Metro Mule serve Vice-Dale County.
