Edmund Lowry Jr. is an American serial killer operating across New Hanover, Big Valley and Lemoyne. He mutilates his victims and leaves their bodies displayed at murder sites, along with pieces of a map that lead to his refuge. He wants his crimes noticed, preserving reports of disappearances and killings and writing to newspapers about himself. A letter from his mother describes his disturbed behaviour, his nights away from home and the Laudanum supplied by Doctor Finkles.

The protagonist discovers the three crime scenes and assembles the map, which points to the basement beneath Lucky's Cabin in The Heartlands, southwest of Valentine. Inside are weapons, human remains and clippings concerning Lowry's murders. Skulls line the room, while more recent victims have been cut open and hung up. When the protagonist examines a knife at the rear of the basement, Lowry attacks from behind and knocks them down. He threatens to torture them, but the protagonist throws a severed head at him, overpowers him and binds him.

The protagonist brings Lowry to the Valentine jail. As Sheriff Malloy removes his restraints at the cell, Lowry feigns compliance before throwing himself at the sheriff and trying to bite him. Malloy falls to the floor and fights him off. The protagonist shoots Lowry dead, leaving Malloy shaken in the jail.

Trivia

  • โ—†Though Lowry's appearance is likely based on H. H. Holmes and/or Stephen D. Richards, his MO is closest to Jack the Ripper among late-1800s serial killers. However, Jack the Ripper only killed female prostitutes, while Lowry is a generalist. His MO and attention-seeking letters may also be inspired by the modern BTK Killer, Dennis Rader.
  • โ—†He could also be a reference to Eddie Low, another demented serial killer who appeared in Rockstar North's 2008 title Grand Theft Auto IV.
  • โ—†The relationship he has with his mother (based on the letter found in his basement from said mother) makes him similar to real life double murderer Ed Gein, who operated in the 1950's, and the fictional killer Norman Bates from the book and movie Psycho, who was based on Gein. Ed Gein also had an extensive collection of various human remains in his basement, similar to Lowry, and they both share the same name.
  • โ—†If the player refuses to throw the head at Edmund, a brief alternate scene will play where he will torture them to death with a sadistic grin on his face, as the protagonist screams in agony.
  • โ—†If the player kills Edmund to save Sheriff Malloy, he will continue jabbering for a few moments even after being shot.
  • โ—†If the player does not save Malloy, there will be a sketch of Lowry on the journal.
  • โ—†An anonymous letter to a newspaper can be found in his lair, asking for the killings he had committed to have more coverage in the paper. There is also a letter from his mother, in which she expresses her concern for his recent lack of well-being and reminds him to take the laudanum he was prescribed. The complex vocabulary displayed in these letters suggest that they are from an affluent, well-to-do family.
  • โ—†Edmund's body cannot be shot, blown up or destroyed by train impact. It will burn if it is caught on fire.
  • โ—†Edmund's corpse will be dumped outside by a Valentine sheriff following his death.
  • โ—†A Navy Revolver called Lowry's Revolver can be obtained in Red Dead Online. However, Edmund Lowry Jr. is never seen with this weapon in-game.
  • โ—†As part of a Rockstar Games Social Club promotion, the weapon appears in Rockstar North's Grand Theft Auto Online as a promotional item, although ambiguosly named "Navy Revolver" to prevent a direct mention of a non-Rockstar North character.
  • โ—†Edmund Lowry Jr. primarily relies on surprise attacks rather than direct confrontation, incapacitating victims before restraining, torturing, and ultimately killing them.
  • โ—†The newspaper scraps and lost-persons posters on the walls of the basement cover the disappearances of some of his victims. One of the posters depicts a woman named Eliza Bloom, leading to speculation that this may be a reference to Arthur's cut love interest who was also named Eliza but this is unconfirmed.
  • โ—†The words at the third murder scene, "Look on my works", may be a reference to the phrase, "Look on My Works, ye Mighty, and despair!" from the poem Ozymandias, by Percy Bysshe Shelley, which exemplifies the arrogance and hubris of a leader who believed his dominion would endure indefinitely, much as Edmund believed he could continue on his killing spree indefinitely.
  • โ—†The killer of the Blackwater Athletics Club has been speculated to be Edmund Lowry Jr., due to the fact that both the grave and his basement use the same limb models. Despite this, the same limb model is also used at one of the Skinner Brother's camps.
  • โ—†It is possible Rockstar simply repurposed that particular model as a filler object. It's unlikely that a single man of Lowry's physical build could overpower young and physically fit athletes and the "B" nearby made out of the limbs of the athletes does not seem to have any relevance to Lowry whatsoever. Based on the location of the murder, it is likely the Skinner Brothers were the perpetrators which would explain the "B", although this is unconfirmed.
  • โ—†In contrast, the Blackwater Athletics Team appear to have been killed and buried together in a mass grave, lacking the intricate presentation seen in Lowryโ€™s other crimes. Based on these differences, as well as the location of the massacre and the presence of the โ€œBโ€ formed from the victimsโ€™ limbs, it is very likely that the Skinner Brothers were responsible, although this remains unconfirmed.
  • โ—†In the game's end credits, he is listed as "An Anatomist", in a nod to his practice of mutilating and dismembering his victims.
  • โ—†If the player shoots near Lowry when he has jumped on Sheriff Malloy, he will inexplicably die.
