In 1899, Pinkerton agent Edgar Ross accompanies his superior, Andrew Milton, to the Dakota River, where Arthur Morgan is fishing with Jack Marston near Horseshoe Overlook. Milton offers Arthur protection from the gallows if he delivers Dutch van der Linde. Arthur refuses, and Ross leaves with Milton after taunting Jack. Ross next joins Milton at Clemens Point, where the agents offer the Van der Linde gang time to run if its members abandon Dutch. The camp rejects them.
Ross stands beside Milton outside Lemoyne National Bank during the Saint Denis robbery. When the Pinkertons take Hosea Matthews prisoner, Milton executes him and the bank escape becomes a gunfight. Later, Ross and Milton leave a meeting with Leviticus Cornwall in Annesburg. Cornwall demands results against the gang, and Milton tells Ross that their work is not finished.
After Arthur kills Milton at Van Horn, Ross takes command of the Pinkerton pursuit. He brings a large force to Beaver Hollow as Arthur, John Marston and Dutch attempt to escape the collapsing gang. Ross remains out of sight but directs his men to take the fugitives alive and demands that the gang surrender. Arthur and John break through the assault, while Dutch disappears after leaving them behind.
By 1907, Ross has left the Pinkertons and become chief of the Bureau of Investigation. With Agent Archer Fordham, he finds Micah Bell's corpse at Mount Hagen and investigates the man who killed him. Their enquiries through places including Valentine and Rhodes lead them to John at Beecher's Hope. From a ridge above the ranch, Ross and Fordham watch John show Jack how to groom a horse.
In 1911, Ross and Fordham seize Abigail and Jack Marston to force John to hunt the remaining Van der Linde gang members. They escort John to the Blackwater station and send him west. After John deals with Javier Escuella in Nuevo Paraíso, he meets the agents at Ramita de la Baya. Fordham orders him to continue after Bill Williamson, while Ross tells him that Abigail sends her regards.
When John has dealt with Bill and Javier, Ross refuses to release the Marstons and assigns Dutch as the final target. Ross, Fordham, John and the U.S. Army pursue Dutch after rescuing Nastas and disrupting a robbery at the First National Bank of Blackwater. They attack Cochinay with cavalry support. When Dutch falls from a cliff, Ross shoots the corpse with John's pistol so the official report will show that John killed him.
Ross and Fordham return Abigail and Jack to Beecher's Hope, then depart. Later, Ross brings U.S. Army soldiers and U.S. Marshals to the ranch despite the agreement. John and Uncle resist the attack until Uncle is killed. John sends Abigail and Jack away from the barn, then walks out to face Ross's force alone. The soldiers and lawmen shoot John down, and Ross watches before leaving Beecher's Hope with the attackers.

- ◆"Ross" is a Scottish surname, referring to a region in northern Scotland; it is derived from Gaelic "ros", meaning "promontory" or "headland".
- ◆Ross' height seems to differ between games. While in Redemption he is much shorter than most characters like John and Fordham, in Redemption II he appears to be around the same height as Fordham and others like Milton.
- ◆There is also an oversight with the color of his eyes. In Redemption his eyes are blue but in Redemption II his eyes are brown.
- ◆Edgar Ross is modeled off Charles Joseph Bonaparte, founder of the Bureau of Investigation.
- ◆He also appears to be based off J. Edgar Hoover, an early leader of the Bureau of Investigation who became the first Director of the Federal Bureau of Investigation (FBI) upon its later renaming. While Hoover was credited with building the agency into a professional law enforcement organization, his actions throughout his lengthy tenure generated significant controversy and raised concerns about civil liberties and the abuse of government power.
- ◆Ross shares numerous traits and thematic elements with Frank Tenpenny, the main antagonist of Rockstar Games' 2004 title Grand Theft Auto: San Andreas. Both are presented as corrupt law enforcers who abuse their power and connections to force the protagonist into working under their guidance only to ultimately betray them, all while being portrayed as highly hypocritical individuals.
- ◆Moreover, like Tenpenny, Ross is also responsible for causing the death of the protagonist’s family member, with Tenpenny causing the death of Carl Johnson's mother Beverly, after a failed attempt to kill Sweet via the Ballas, while Ross kills Jack Marston's father and main protagonist John, after launching an assault on their ranch.
- ◆Ross also shares traits with Mike Toreno of the same game; both are federal agents and force the protagonist into doing tasks for them while promising to release the protagonists' respective family members from some form of imprisonment.
- ◆Edgar Ross and Jack Marston are the only two major characters who appear in all four years of time in which the Redemption saga takes place: 1899, 1907, 1911 and 1914.
- ◆Ross and Jack Marston only appear to directly meet on two occasions - at the beginning and end of the Redemption saga. On both occasions, one of them is on the bank of a river and Ross was holding a shotgun and holstering a Cattleman Revolver.
- ◆Despite being a "man of modernism" he is seen using the Winchester Repeater as his weapon of choice, a model introduced in 1892 and was almost two decades in production by the time the events of Red Dead Redemption occurred.

- ◆The official Red Dead Redemption artwork shows him holding a Colt M1911 despite it not being in the game. It was then that the U.S. Ordinance Department wasn't satisfied enough with the M1911 to put it into full scale production and ordered for further refinement before full scale production could be approved. In January of 1912 a test batch of 50 M1911s were produced for further evaluation; sometime after, production was finally approved and in April of 1912 full scale production had begun.
- ◆If the player loses in the duel on the Stranger side-mission "Remember My Family", Ross will use both a different shotgun and a low-tier handgun each time he is confronted by Jack.

- ◆Unlike most characters whose missions are marked with the a capitalized first letter of their forenames or surnames, Ross's missions are marked by "G" as in "Government".
- ◆If he is aimed at during "The Last Enemy That Shall Be Destroyed", the player can see he has a "friendly" cursor. This is merely a failsafe to stop the player from shooting and killing him.
- ◆Ross seems to have received all of the credit for killing John Marston, as the 1914 newspaper does not mention any other contributors in the assault on Beecher's Hope.
