Leviticus Cornwall

The Van der Linde gang learns from an O'Driscoll camp near Colter that a train belonging to Leviticus Cornwall is due to pass through the mountains. Cornwall is an industrialist whose holdings include Cornwall Kerosene & Tar and the Southern and Eastern Railway, with much of his influence centred on Saint Denis. Dutch van der Linde ignores Hosea Matthews's objections and leads the gang in robbing the train. They take its bonds, making Cornwall their enemy before he appears in person.

Cornwall responds to the train robbery by backing the Pinkerton National Detective Agency's pursuit of the gang. He also uses his wealth and connections beyond their hunt, including an arrangement with Colonel Henry Favours to remove the Wapiti from land Cornwall believes contains oil. His business interests reach Guarma through Alberto Fussar and the island's sugar trade. As the gang settles at Horseshoe Overlook, Cornwall's money and private security make him a persistent threat.

Cornwall finds the gang in Valentine and has his guards seize Leopold Strauss and John Marston. From outside Keane's Saloon, he demands that Dutch come out to answer for robbing him. Cornwall refuses to wait for Dutch, leaves the guards with the hostages, and orders them to handle the gang. Arthur Morgan, Dutch and the others fight Cornwall's men through Valentine, freeing Strauss and John as Cornwall departs.

At Clemens Point, Arthur joins Uncle, Charles Smith and Bill Williamson in robbing a stagecoach in Scarlett Meadows. The driver reveals that the coach belongs to Cornwall Kerosene & Tar, and Cornwall's guards pursue them. After the escape, Arthur warns that further attacks on Cornwall's property will bring a harsher response. The gang has again struck a man with the resources to follow them across the country.

During Mayor Henri Lemieux's party in Saint Denis, Cornwall telephones the mayor's residence and presses Lemieux to sign documents. Pierre, the mayor's butler, reports the call, and Dutch sends Arthur after him. Arthur watches Pierre secure the mayor's ledger and Cornwall's papers in the office, then enters after the butler leaves and takes the documents. Cornwall remains offscreen, but his demands reach into Saint Denis politics.

At Annesburg, Cornwall arrives by boat for a meeting with Pinkerton agents Andrew Milton and Edgar Ross. He berates them because Dutch remains free and threatens to withdraw his support. When Milton invokes the law, Cornwall orders the agency to stop being constrained by it and capture Dutch by any means. After the agents leave, Cornwall turns his anger on Didsbury, a miner representing workers who are striking over their wages.

Dutch comes onto the dock with Arthur and Micah Bell after Cornwall's boat docks, while the other two wait nearby. He demands $10,000, Cornwall's vessel and safe passage in exchange for Cornwall's life. Cornwall refuses. Dutch shoots him in the chest, and Cornwall falls from the dock into the water. His guards open fire, and Arthur and Dutch fight their way out of Annesburg as Cornwall's body remains in the water.
