Henry Favours is a United States Army colonel stationed at Fort Wallace in Cumberland Forest, New Hanover. A Union veteran of the Civil War, he carries the derisive names "High-tail Favours" and "The Man Who Missed a Battle." He oversees the Wapiti reservation and enters an arrangement with Leviticus Cornwall, who wants the tribe removed from land believed to contain oil. Favours supports that aim by seizing Wapiti horses and withholding vaccines from the reservation.
As conflict grows between the Army and the Wapiti, Favours meets Chief Rains Fall to discuss peace. He refuses any meaningful concession, and the meeting ends without an agreement. Favours then moves to arrest Captain Lyndon Monroe for treason because Monroe has aided the Wapiti and helped disrupt the Army's plans. Arthur Morgan and Charles Smith seize soldiers as hostages to secure Monroe's release. Favours' men recover Monroe, then pursue Arthur, Charles and Rains Fall after they escape.
Favours later commands the Army force defending Cornwall Kerosene & Tar when the Wapiti and the Van der Linde gang attack. He orders his troops to hunt down Arthur and Dutch van der Linde after they leave the refinery with Cornwall's state bonds. Outside the plant, Eagle Flies saves Arthur from Army gunfire. Favours appears and shoots Eagle Flies in the abdomen, but Arthur immediately shoots and kills the colonel at Cornwall Kerosene & Tar.

- โAspects of Henry Favours appear to be based on American Army generals who fought in the American Indian Wars such as George Armstrong Custer, and John Chivington.
- โHenry Favours appears to draw inspiration from the real-life John Chivington, who orchestrated the Sand Creek Massacre in 1864. Like Favours, the real-life Chivington held the rank of colonel and had a deep disdain for the Native Americans. Additionally, similar to how Favours is rumored to have either fled from or missed a battle, historians have argued that the defeat of the Union Army at the Battle of Glorieta Pass in 1862 was due to Chivington's inaction of returning to the main battle when he heard gunfire.
- โIn a conversation with Arthur, Captain Monroe says that there is a culture of scorn for the Indians within Favours' regiment. Although some of the Army's decisions are made by Favours alone (such as confiscating the tribe's horses and redirecting vaccines), other actions such as assaulting Wapiti women and destroying the shrine are likely carried out by the soldiers of their own accord as a result of this culture - especially the latter, given that there are whiskey bottles at the scene.
- โDespite being referred to as Colonel, Favours wears the rank insignia and uniform of a Brigadier General. As a colonel of an infantry regiment, he should be wearing white shoulder boards with an eagle on each, and his frock coat should have two rows of nine evenly spaced buttons each.
- โOne of the soldiers guarding the main entrance to Fort Wallace in "The King's Son" mocks Favours for always repeating that he fought in the Civil War, and almost became a war hero.
