Hector Barlow works as the station clerk at Strawberry Depot for the U.S. Postal Service. He knows Alden Carruthers in Rhodes and is associated with Josiah Trelawny. From his counter in Strawberry, he handles the town's mail and bounties, remaining available to customers even after the work he arranges outside his official duties comes to an end.
In Red Dead Online, Hector appears as a stranger for the protagonist at Riggs Station, Blackwater Post Office and Benedict Point, as well as Strawberry. He offers jobs through the postal service, sending the protagonist on deliveries, escort work, recoveries and hunts. These assignments put the protagonist in contact with Hector as one of several station clerks providing work across the frontier.
After Arthur Morgan completes "Friends in Very Low Places", Hector begins passing on tips about coaches that can be robbed. Arthur can return to him for further information until Hector says his union of "discouraged men" has broken up. Hector then remains at Strawberry Depot to process mail and bounties. During "Fatherhood, For Idiots", John Marston asks for post under Jim Milton and John Marston, then receives Abigail Roberts' package after signing for it.
