Bureau of Investigation

The Bureau of Investigation is a United States Government federal law enforcement agency formed in 1907 to pursue crime across the country and collect intelligence on outlaw groups. Edgar Ross, formerly a senior Pinkerton agent, becomes its first Director. Archer Fordham and Howard Sawicki serve as agents. The Bureau operates throughout the United States, replacing the federal reliance on private detective agencies for nationwide investigations.

The story first encounters Ross and Fordham during the Red Dead Redemption 2 end credits. They ride to Mount Hagen after Micah Bell's death and find his body. Their inquiry eventually brings them to Beecher's Hope, where John Marston lives with Abigail and Jack. Ross and Fordham confirm that John is there, then leave the ranch.

In 1911, Ross uses Abigail and Jack to force John into tracking the remaining Van der Linde gang. Fordham accompanies Ross as John is sent after Bill Williamson, Javier Escuella and Dutch van der Linde across New Austin, Nuevo Paraíso and West Elizabeth. The Bureau takes Javier into custody, joins John against Dutch's gang, and attacks Cochinay with the U.S. Army. After Dutch dies, Ross releases John's family but later leads the assault on Beecher's Hope, where John is killed while they escape.

Ross receives credit for the deaths of the gang's last major members and for John Marston's death. He later retires to Lake Don Julio with his wife Emily. After Abigail dies, Jack finds Ross at the lake and kills him.
