Em 1898, Joe é um fora da lei que atua de uma cabana em Osman Grove, em Roanoke Ridge. Quando o protagonista de Red Dead Online entra sem aviso, Joe aponta uma arma para ele, mas conclui que está procurando serviço. Ele pergunta se conhece Micah Bell, Cleet ou Samson Finch, conta que matou um homem que mal conhecia e contrata o protagonista para eliminar um rival e seus comparsas. Depois, Joe oferece mais assassinatos, roubos e assaltos a diligências na cabana. Ele também entra para a rede criminosa de Guido Martelli e fornece trabalhos em Blood Money.
Em 1899, Micah leva Joe e Cleet para o roubo de um trem do Exército dos Estados Unidos pela gangue Van der Linde. Joe pouco participa do assalto, mas permanece ao lado de Micah quando Arthur Morgan o enfrenta em Beaver Hollow por ter traído a gangue. Joe escolhe o lado de Micah quando Arthur e John Marston encaram os homens reunidos contra eles. Os Pinkertons invadem o acampamento antes que alguém atire, e todos são obrigados a fugir. Joe cavalga com Dutch, Micah e Cleet na perseguição a Arthur e John, que escapam pela mata.
Depois que a gangue Van der Linde se desfaz, Joe e Cleet continuam com Micah e passam a integrar sua nova gangue. Curiosidades
- ◆Joe has a tattoo on his chest that reads "tout me fait rire", a French phrase which translates to "Everything makes me laugh". Cleet has a tattoo in the same area, although it is partially obscured by his neckerchief.
- ◆If Joe is antagonized enough in camp, he will shove Arthur, just like Dutch, Micah and Cleet.
- ◆Joe never speaks during a cutscene in the single player campaign; he shares this distinction with Cleet. While Cleet does speak several times during "Our Best Selves" and "American Venom", Joe only has a few lines during his final appearance. One of them can be heard saying "Yup" during the opening cutscene of "Red Dead Redemption", although neither man's mouth can be seen moving. Both can also be interacted with around camp, between the missions "My Last Boy" and "Our Best Selves," although they never move past the table near Dutch's tent. They only sit at the table, lay on their nearby bedrolls or occasionally go to the mouth of the cave. During these interactions, Arthur notes that he doesn't talk much.
- ◆However, he does speak during his stranger activity in Red Dead Online. This interaction sees him speaking much more, often repeating himself. Also, he, Sadie Adler, Josiah Trelawny and Sean MacGuire are the only members to appear in the game, although Joe and Sadie are the only two to have not been involved with the gang at the time, having become members a year after the events of Red Dead Online.
- ◆Although Joe is affiliated with Guido Martelli, he expresses distain for Italians to the Red Dead Online protagonist.
- ◆Joe's facial features seem to have been based on a real-life person that appeared in the book titled "Face", which is a collection of portraits taken by photographer, Bruce Gilden, who is best known for his candid close-up photographs of people.
