После Cleaning out the Bureau Michael узнаёт, что Franklin выследил Chip Peterson, архитектора, у которого находятся планы FIB Headquarters. Точка зрения переключается на Franklin у строительной площадки Mile High Club в Downtown Los Santos. Он въезжает на территорию, паркуется среди машин рабочих и выходит из автомобиля, чтобы незаметно проследить за Peterson. Когда Peterson направляется дальше в недостроенную башню, один из рабочих вручает Franklin каску.
Franklin преследует Peterson по строящимся этажам и поднимается на лифте выше по зданию. На одном из верхних уровней он догоняет архитектора и вынуждает его отдать портфель Chip Peterson. Franklin забирает чертежи, покидает строительную площадку и скрывается от полиции, если та была вызвана из-за столкновения.
Franklin привозит портфель в Darnell Bros., где его ждут Michael и Lester. Lester изучает архитектурные планы FIB Headquarters и предлагает два способа проникнуть в здание. Команда выбирает между входом через крышу и тайной операцией под видом пожарной бригады, затем подготавливает нужных людей и оборудование для выбранного плана.

- ◆In the beta, the player could perform the mission in three different ways.
- ◆The first choice would be about assaulting the architect and taking the plans, as it currently is.
- ◆The second choice would be about taking a photo of the architect and his gay lover. The player would then use the photo as blackmail for the building plans.
- ◆The third choice would be about the architect being mugged. The player has to intervene and take the briefcase with the building plans.
