Agnes Dowd verliebt sich in einen Mann, den ihre Eltern ablehnen, und trifft ihn heimlich unter einem alten Baum in Bluewater Marsh. Sie bekommt von ihm einen Sohn, doch dann verlässt er Agnes für eine andere Frau und offenbart ihrer Familie die Beziehung. Die Schande macht sie für andere Verehrer unattraktiv. Agnes überredet ihn später, die andere Frau zu verlassen, kann jedoch ihre Mutter und ihren Vater nicht dazu bewegen, ihn zu akzeptieren. Ihr Vater zieht eine Waffe und tötet den Mann vor ihren Augen.
Was danach geschieht, ist ungewiss. Agnes' Schreie legen nahe, dass die Trauer sie in einen Zusammenbruch treibt, woraufhin sie ihren Vater aus Rache tötet. Auch ihre Mutter, ihr Sohn und andere könnten durch ihre Hand sterben. Schließlich erhängt sich Agnes an demselben Baum, an dem sie ihren Geliebten traf, in der Hoffnung, dass er sie dort finden wird. Ein Grabstein auf dem privaten Friedhof bei Shady Belle trägt ihren Namen, ihr Alter und die ihr vorgeworfenen Verbrechen.
Zwischen 21 Uhr und 3 Uhr erscheint Agnes als Geist im Nebel von Bluewater Marsh. Arthur Morgan oder John Marston hört und sieht sie mitunter, wie sie Bruchstücke ihres Lebens erneut durchlebt, obwohl die Szenen keiner festen Reihenfolge folgen und sie verschwindet, sobald man sich ihr nähert. Bei der letzten Begegnung gibt Agnes zu, dass sie weiß, dass sie beobachtet wurde, und ruft ihn zum Baum. Ihr Körper hängt reglos an seinem Seil.

- ◆Agnes Dowd is very similar to the ghost of Jolene Cranley-Evans from Grand Theft Auto V, another title by Rockstar Games, as they both are ghosts of women who died tragically and who only appear at night and disappear when approached by the player.
- ◆In Chapter 4, Reverend Swanson, visibly spooked and disturbed, shall approach other gang members saying that he has seen ghosts, and when interacted with, he will claim to have seen "the ghost of a young lady, a woman in white" around the marsh.
- ◆The description used by Swanson for her ("woman in white") may be a reference to a Hispanic American folkloric legend about a woman who killed herself out of love, named La Llorona in Hispanic America and Woman in White in the United States. Many versions of what drove her into suicide exists, the most famous being the one which she murdered her children after being abandoned by her husband.
- ◆A gravestone bearing her name can be found just behind Shady Belle, among a group of tombstones. It reads: Agnes Dowd, aged 19, tragically took her life and others. It is unknown which other people Dowd killed, if it's just a metaphor, or whether this account of events is true.
