Agnes Dowd se apaixona por um homem que seus pais rejeitam e passa a encontrá-lo em segredo sob uma árvore velha em Bluewater Marsh. Ele é pai de seu filho, mas a abandona por outra mulher e revela o relacionamento à família dela. A desonra faz com que outros pretendentes a rejeitem. Mais tarde, Agnes o convence a deixar a outra mulher, porém não consegue fazer sua mãe e seu pai aceitá-lo. Diante dela, seu pai saca uma arma e mata o homem.
Não se sabe ao certo o que acontece depois. Os lamentos de Agnes indicam que a dor a leva a um colapso, e que ela mata o pai em vingança. Sua mãe, seu filho e outras pessoas também podem ter morrido por suas mãos. Agnes acaba se enforcando na árvore onde se encontrava com o amante, na esperança de que ele a encontre ali. Uma lápide no cemitério particular de Shady Belle traz seu nome, sua idade e seus supostos crimes.
Entre 21h e 3h, Agnes surge como um fantasma na neblina de Bluewater Marsh. Arthur Morgan ou John Marston ouve, e às vezes vê, a mulher reviver trechos de sua vida, sem uma ordem fixa, até que ela desaparece quando se aproximam. No último encontro, Agnes diz que sabe que está sendo observada e chama o homem até a árvore. Seu corpo está pendurado, imóvel, pela corda.

- ◆Agnes Dowd is very similar to the ghost of Jolene Cranley-Evans from Grand Theft Auto V, another title by Rockstar Games, as they both are ghosts of women who died tragically and who only appear at night and disappear when approached by the player.
- ◆In Chapter 4, Reverend Swanson, visibly spooked and disturbed, shall approach other gang members saying that he has seen ghosts, and when interacted with, he will claim to have seen "the ghost of a young lady, a woman in white" around the marsh.
- ◆The description used by Swanson for her ("woman in white") may be a reference to a Hispanic American folkloric legend about a woman who killed herself out of love, named La Llorona in Hispanic America and Woman in White in the United States. Many versions of what drove her into suicide exists, the most famous being the one which she murdered her children after being abandoned by her husband.
- ◆A gravestone bearing her name can be found just behind Shady Belle, among a group of tombstones. It reads: Agnes Dowd, aged 19, tragically took her life and others. It is unknown which other people Dowd killed, if it's just a metaphor, or whether this account of events is true.
- ◆The date of her death - September 4th, 1883 - is two weeks before the massacre that killed the residents of Pleasance.
- ◆A lockbox and gallows noose can be found at the tree next to which her ghost appears.

- ◆Madam Nazar is aware of Agnes and, due to her mediumship, has gone to Bluewater Marsh to "keep her company" out of sympathy for her, but states that from the tortured Agnes's perspective, she is "not who she wants", alluding to Agnes's deceased lover.
- ◆It's actually possible to "kill" Agnes' ghost if the player throws a tomahawk at her. Looting her will give the player some money and her wedding ring, as well as no Honor loss.
- ◆After Agnes' ghost fades away or when the dialogue ends (when the ghost isn't visible), it is possible for your horse to be spooked, regardless of whether there are predators near you.
