Agnes Dowd falls in love with a man her parents reject, and meets him in secret beneath an old tree in Bluewater Marsh. He fathers her son, then leaves Agnes for another woman and exposes the relationship to her family. The disgrace leaves her unwanted by other suitors. Agnes later persuades him to abandon the other woman, but cannot persuade her mother and father to accept him. Her father draws a weapon and kills the man before her.
What follows is uncertain. Agnes' cries suggest that grief drives her into a breakdown, after which she kills her father in revenge. Her mother, son and others may also die at her hands. Agnes finally hangs herself from the same tree where she met her lover, hoping that he will find her there. A grave marker in the private cemetery at Shady Belle bears her name, age and alleged crimes.
Between 9 PM and 3 AM, Agnes appears as a ghost in the fog of Bluewater Marsh. Arthur Morgan or John Marston hears and sometimes sees her reliving fragments of her life, although the scenes come in no fixed order and she vanishes when approached. On the final encounter, Agnes admits she knows she has been watched and calls him to the tree. Her body hangs motionless from its rope.
Trivia
- โAgnes Dowd is very similar to the ghost of Jolene Cranley-Evans from Grand Theft Auto V, another title by Rockstar Games, as they both are ghosts of women who died tragically and who only appear at night and disappear when approached by the player.
- โIn Chapter 4, Reverend Swanson, visibly spooked and disturbed, shall approach other gang members saying that he has seen ghosts, and when interacted with, he will claim to have seen "the ghost of a young lady, a woman in white" around the marsh.
- โThe description used by Swanson for her ("woman in white") may be a reference to a Hispanic American folkloric legend about a woman who killed herself out of love, named La Llorona in Hispanic America and Woman in White in the United States. Many versions of what drove her into suicide exists, the most famous being the one which she murdered her children after being abandoned by her husband.
- โA gravestone bearing her name can be found just behind Shady Belle, among a group of tombstones. It reads: Agnes Dowd, aged 19, tragically took her life and others. It is unknown which other people Dowd killed, if it's just a metaphor, or whether this account of events is true.
- โThe date of her death - September 4th, 1883 - is two weeks before the massacre that killed the residents of Pleasance.
- โA lockbox and gallows noose can be found at the tree next to which her ghost appears.
- โIn the last encounter, a Ghost Orchid may spawn near the tree from which she hanged herself.

- โMadam Nazar is aware of Agnes and, due to her mediumship, has gone to Bluewater Marsh to "keep her company" out of sympathy for her, but states that from the tortured Agnes's perspective, she is "not who she wants", alluding to Agnes's deceased lover.
- โIt's actually possible to "kill" Agnes' ghost if the player throws a tomahawk at her. Looting her will give the player some money and her wedding ring, as well as no Honor loss.
- โAfter Agnes' ghost fades away or when the dialogue ends (when the ghost isn't visible), it is possible for your horse to be spooked, regardless of whether there are predators near you.
