Hobart H. Crawley is a former Confederate infantry major who later becomes a businessman among Saint Denis society. During the Civil War, he leads a charge from Carmody Hills to the Dakota River at Rhodes on the morning of March 30, 1863. More than 3,200 soldiers take part, and Crawley survives. Angelo Bronte calls him a Lemoyne hero, while Crawley lives in the upper ranks of Saint Denis with his wife, Brenda.
During "The Gilded Cage", Crawley attends the mayor's party in Saint Denis. Angelo Bronte points him out to Dutch van der Linde and Arthur Morgan, then mocks him over his young wife, Brenda. Bronte says the marriage runs against what he considers the natural order, leaving Crawley exposed before the guests.
Crawley later joins Dutch and Heston Jameson, the head of Sisika Penitentiary, in a discussion about law and order. Crawley and Jameson argue for harsher authority than Dutch accepts. Once the conversation ends, Crawley makes clear that he dislikes Jameson. Jameson is heard voicing the same opinion about Crawley.

- โThere is a statue paying tribute to the soldiers who served under him in Rhodes.
- โHis disastrous charge makes him based off of major general George Pickett, though he is primarily based on William J. Behan, who was a confederate major that became a socialite and businessman active in New Orleans politics like Crawley after the war and was still alive by 1899.
- โHe also seems to be based on lieutenant generals James Longstreet, who was also alive by 1899, and John Bell Hood, who both became insurance executives and cotton brokers in New Orleans after the war, with the ladder also being recorded as one of the prime confederate generals with extremely reckless tactics that caused high casualties among his men.
- โBehan and Hood were also one of the very few Confederate officers to become Republicans after the war.
- โIt is possible that like Quincy T. Harris, Crawley was a coward who sent his men to death in a unpractical charge, which is hinted at by his "miraculous" survival at the "head" of the charge.
