Percy Whitsickle is the foreman overseeing the Central Union Railroad Company's construction camp in Roanoke Ridge in 1899. Nothing is known of his life before he takes charge of the work there. He manages the labourers building the line and answers to the company's interests, remaining at the camp while the railroad pushes through the region.
Arthur Morgan meets Percy when the foreman suspects somebody at the site is taking wages meant for the workers. Percy asks Arthur to look into the theft. Arthur identifies the junior foreman as the culprit, and Percy gives him a portion of the recovered money. The amount Percy shares depends on what becomes of the junior foreman.
Percy later calls on Arthur again after men employed by Leviticus Cornwall acquire land that blocks the railroad's progress. He sends Arthur to deal with Cornwall's thugs and recover the property's deed. Once Arthur brings the deed back, the obstruction is removed and work on the railroad resumes at the Central Union Railroad Camp.
