Curtis Malloy é o xerife de Valentine e mantém a ordem a partir do escritório do xerife, auxiliado por seus delegados. Marcado por cicatrizes e de temperamento duro, ele encara os crimes como ofensas pessoais e cuida das prisões, celas e execuções públicas da cidade. Arthur Morgan lida com ele pela primeira vez por meio do quadro de recompensas diante do escritório, onde Malloy fixa os mandados de Benedict Allbright e Ellie Anne Swan. Quando Arthur entrega os dois, Malloy assume a custódia e depois decide parar de publicar recompensas para cuidar dos problemas nas ruas de Valentine.
Malloy também recebe pessoas que Arthur leva até ele fora do trabalho regular de recompensas. Ele aceita um O'Driscoll capturado após a fuga de uma carroça-prisão e um marido violento envolvido numa briga doméstica. Depois que os assassinatos da Killer Prostitute vêm à tona, ele a prende, paga Arthur por entregá-la e anuncia seus crimes à multidão antes de ordenar seu enforcamento. Ele cumpre a mesma função em outras execuções de Valentine, inclusive na do marido violento caso a esposa dele morra.
Em "American Dreams", Arthur leva Edmund Lowry Jr. capturado ao escritório do xerife. Malloy solta as amarras de Lowry e o coloca numa cela, mas o assassino em série o ataca. Arthur pode matar Lowry enquanto Malloy luta no chão, ou o próprio xerife acaba matando o criminoso. Fora da cela, Malloy mantém um caso com a casada Moira Calthorpe, e uma discussão sobre o desejo dela de encerrar a relação é seguida por sons de agressão. Ele continua sendo o xerife de Valentine em 1907.

- ◆According to the bartender at Smithfield's, the town's crooked stockyard auctioneer, Morris Peyton, bribes Malloy to ignore his illegal purchases of stolen livestock from rustlers.
- ◆Malloy appears to have two family members named Molly and Victoria (Victoria was his mother, as stated on her tombstone), who passed away. Their graves can be found by the Valentine church.
- ◆Unlike many other NPCs, Malloy's appendages cannot be shot off.
- ◆If the player enters the sheriff's office to report the Killer Prostitute, a glitch may occur where Sheriff Malloy and his deputy can be seen sitting in the same chair, but only one of them will respond to the player and they will have the same voice.
- ◆Malloy will sometimes refer to the Valentine Sheriff's Office as the New Hanover Sheriff's Office.
- ◆A letter from Moira can be looted from Curtis Malloy. In this letter, Moira writes that she is increasingly worried about their affair being found out and that she wants to end their relationship, while also belittling him.
