Declasse Premier представляет собой четырехдверный седан на четырех человек. В Grand Theft Auto V и Grand Theft Auto Online он сохраняет современный компактный силуэт из Grand Theft Auto IV, но получает более сглаженный кузов. В обновленной передней решетке сделаны три прорези, а в версии enhanced используются салон и приборы Stanier и Taxi.
Premier продается в Southern San Andreas Super Autos за $10,000. В описании магазина сказано, что модель была популярнее в Канаде, чем в Соединенных Штатах. Declasse прекратила ее выпуск в 2010 году после шести лет продаж. Машина встречается только в однотонной окраске и сохраняет шестиспицевые колеса.
Как седан, Premier является компактным четырехдверным пассажирским автомобилем для обычных поездок по дорогам. Кузов сохраняет широкие бамперы, округлые корпуса фар и сдержанные внешние детали предшественника из GTA IV, хотя выраженных линий на панелях стало меньше. - ◆Coincidentally, the car shares its name with the Premier, which was a full-size four-door sedan produced in Australia by General Motors subsidiary Holden from the 1960s to 1980. It was the slightly higher spec version of the Holden Kingswood. However, due to the in-game Premier being based on the Chevrolet Caprice (3D Universe) and Cobalt (HD Universe), it has no connection to the real world vehicle at all.
- ◆It also shares its name with the Eagle Premier, a full-size executive sedan sold in the United States in the late 1980's; though it also shares little in common with the in-game renditions.

- ◆The "PRM" shield badge on the vehicle's rear portion resembles the of the 5th generation Pontiac GTO.
