Devin Weston ist ein milliardenschwerer Investor und Vorstandsvorsitzender, dessen Beteiligungen sich über ganz San Andreas erstrecken, darunter ein großer Anteil an Merryweather Security. Er setzt die Soldaten von Merryweather ein, um seine Interessen zu schützen, und verfügt durch Steve Haines über Einfluss beim FIB. Michael De Santa und Trevor Philips sehen ihn erstmals nach einem Treffen mit Haines in By the Book, als Haines die Folter von Ferdinand Kerimov genehmigt. Weston hat mit Haines eine Vereinbarung getroffen, verhandelt aber noch nicht direkt mit den beiden Männern.

Nachdem Michael, Trevor und Franklin Clinton in Blitz Play für Haines und Weston einen gepanzerten Geldtransporter überfallen haben, stellt Weston sich vor und bietet ihnen jeweils eigene Geschäfte an. Er schlägt Michael vor, mit dem Produzenten Solomon Richards an einem Film zu arbeiten, um den Wert von Richards Majestic Productions zu steigern. Trevor und Franklin beauftragt er damit, fünf seltene Luxuswagen zu beschaffen, die er an chinesische Regierungsvertreter verkaufen will. Lamar Davis unterstützt Franklin und Trevor dabei, die Fahrzeuge in I Fought the Law, Eye in the Sky, Deep Inside, Minor Turbulence und Pack Man zu stehlen.

Als Trevor und Franklin die Wagen abliefern, weigert Weston sich, die vereinbarte Bezahlung zu leisten. Er sagt, er werde ihr Geld stattdessen in sein eigenes Unternehmen investieren. Gleichzeitig geht er gegen Michaels Arbeit mit Solomon vor. Weston will verhindern, dass das Studio Meltdown fertigstellen kann, damit er eine Versicherungspolice einlösen kann, und weist seine Anwältin Molly Schultz an, die Filmkopie zu entfernen und festzuhalten, bis er sich für ihre Zerstörung entscheidet.

Michael erfährt in Legal Trouble von dem Plan und verfolgt Molly zum Los Santos International Airport. Bei ihrem Fluchtversuch gerät Molly in Panik und wird von einer Flugzeugturbine getötet, während sie die Filmkopie noch bei sich hat. Weston gibt Michael die Schuld an ihrem Tod. Bei der Premiere von Meltdown teilt er Michael mit, dass Merryweather hinter Amanda und Tracey De Santa her ist. Michael und Jimmy De Santa rasen zurück zum Haus der De Santas und helfen der Familie, sich gegen die Angreifer zu verteidigen.

Nachdem der Angriff scheitert, wendet Weston sich an Franklin und befiehlt ihm, Michael zu töten. Franklin sagt, Haines habe ihm aufgetragen, Trevor zu töten. Seine Entscheidung bestimmt Westons Schicksal. Folgt Franklin Haines in Something Sensible, töten er und Michael Trevor. Franklin sagt Haines daraufhin, dass er Michael verschont hat, und Haines erklärt, er werde sich um Weston kümmern, weil Merryweather seine staatliche Lizenz verloren hat. Entscheidet Franklin sich in The Time's Come für Westons Forderung, verfolgt und tötet er Michael.

Nach Michaels Tod ruft Franklin Weston an und bittet ihn, Haines von Vergeltung für Trevors Überleben abzuhalten. Weston sagt, er habe bereits Haines' Vorgesetzte kontaktiert. Als Franklin nach weiterer Arbeit fragt, erklärt Weston, die Tötung sei sein letzter Auftrag gewesen, und weist ihn ab. In The Third Way schließt Franklin sich stattdessen Michael und Trevor an. Lester Crest lockt Haines' FIB-Verbündete und eine Merryweather-Truppe zu einer Gießerei, wo die drei Männer die Truppe ausschalten, die Haines und Weston geschützt hatte.

Nachdem Michael, Franklin und Trevor sich um Haines, Wei Cheng und Stretch gekümmert haben, greift Trevor Westons Anwesen in Tongva Hills an. Weston versucht, sich in einer Kiste zu verstecken, doch Trevor findet ihn, schlägt ihn bewusstlos und legt ihn in den Kofferraum von Westons Wagen. Trevor fährt zu einer Klippe in Blaine County, wo Michael und Franklin zu ihm stoßen. Die drei lassen das Auto über den Rand stürzen. Es prallt die Felsen hinab, erreicht seichtes Wasser und explodiert, wodurch Weston getötet wird.

Foreseeing a world where armored vehicles, like the RCV, will be "everywhere" once the white collar jobs dry up and the situation starts looking grim for humane society. Private security will represent the new "law and order" as it serves to protect the interests of the "privileged" few. Lester counters by claiming that he is supportive of the idea of basic income. Hertz responds by laughing it off and saying "That'll at least keep the peasants happy."

◆In the mission The Doomsday Scenario, Hertz, Cliffford, and their private army take over an abandoned nuclear missile base inside Mount Chiliad that had been operational at the height of the Cold War. Hertz then has Cliffford hack into the base's missile system so that he can start a nuclear war and kill virtually all human life on Earth with the ultimate goal of remaking the planet in his image.
◆They are both cowards and they both die in explosions.
◆In Grand Theft Auto V s canon ending, Weston is confronted at his home by Trevor Philips. Immediately after the shooting starts, he hides in a trunk by the swimming pool and orders his Merryweather bodyguards to fight off Trevor. After Trevor kills the entourage, he locates Weston and forces him into the trunk of a car before driving it to the edge of a cliff in Blaine County. There, Trevor, Michael, and Franklin reconvene before proceeding to gloat to Weston about their victory and his defeat. The three protagonists finally push the car over the cliff and it crashes repeatedly into several rocks along the way until finally exploding after hitting the shallow waters below.
◆When the confronts him, Hertz tries to flee in a Thruster. He manages to escape from Mount Chiliad, but is pursued and, in desperation, throws the last of his men at the protagonist in Akulas and Buzzard Attack Choppers, before he is incinerated by a homing missile.
