Devin Weston est un investisseur milliardaire et dirigeant d'entreprise dont les intérêts s'étendent à travers San Andreas, notamment avec une participation majeure dans Merryweather Security. Il utilise les soldats de Merryweather pour protéger ses intérêts et exerce une influence sur le FIB par l'intermédiaire de Steve Haines. Michael De Santa et Trevor Philips le voient pour la première fois après une réunion avec Haines durant By the Book, lorsque Haines autorise la torture de Ferdinand Kerimov. Weston a conclu un accord avec Haines, mais ne traite pas encore directement avec les deux hommes.

Après que Michael, Trevor et Franklin Clinton ont braqué un fourgon blindé dans Blitz Play pour Haines et Weston, Weston se présente et leur propose des affaires séparées. Il suggère à Michael de travailler avec le producteur Solomon Richards sur un film, avec l'intention d'augmenter la valeur de Richards Majestic Productions. Il engage Trevor et Franklin pour récupérer cinq voitures de luxe rares qu'il prévoit de vendre à des responsables du gouvernement chinois. Lamar Davis aide Franklin et Trevor à prendre les véhicules dans I Fought the Law, Eye in the Sky, Deep Inside, Minor Turbulence et Pack Man.

Lorsque Trevor et Franklin livrent les voitures, Weston refuse de payer la somme promise. Il affirme qu'il investira leur argent dans sa propre entreprise à la place. Au même moment, il s'en prend au travail de Michael avec Solomon. Weston veut que le studio soit incapable d'achever Meltdown afin de toucher une police d'assurance, et ordonne à son avocate Molly Schultz de retirer et conserver la copie du film jusqu'à ce qu'il choisisse de la détruire.

Michael découvre le plan dans Legal Trouble et poursuit Molly jusqu'à Los Santos International Airport. Molly panique en tentant de lui échapper et est tuée par la turbine d'un avion alors que la copie est toujours en sa possession. Weston tient Michael responsable de sa mort. Lors de l'avant-première de Meltdown, il annonce à Michael que Merryweather va s'en prendre à Amanda et Tracey De Santa. Michael et Jimmy De Santa retournent en hâte chez les De Santa et aident à défendre la famille contre les assaillants.

Après l'échec de l'attaque, Weston approche Franklin et lui ordonne de tuer Michael. Franklin lui répond que Haines lui a demandé de tuer Trevor. Son choix décide du sort de Weston. Si Franklin suit Haines dans Something Sensible, lui et Michael tuent Trevor. Franklin annonce ensuite à Haines qu'il a épargné Michael, et Haines dit qu'il s'occupera de Weston car Merryweather a perdu sa licence d'État. Si Franklin choisit la demande de Weston dans The Time's Come, il poursuit et tue Michael.

Après la mort de Michael, Franklin appelle Weston et lui demande d'empêcher Haines d'exercer des représailles pour la survie de Trevor. Weston répond qu'il a déjà contacté les supérieurs de Haines. Lorsque Franklin demande d'autres missions, Weston lui dit que ce meurtre était son dernier travail et le congédie. Dans The Third Way, Franklin s'allie plutôt à Michael et Trevor. Lester Crest attire les associés de Haines au FIB ainsi qu'une force de Merryweather dans une fonderie, où les trois hommes anéantissent la force qui protégeait Haines et Weston.

Une fois que Michael, Franklin et Trevor se sont occupés de Haines, Wei Cheng et Stretch, Trevor attaque le manoir de Weston à Tongva Hills. Weston tente de se cacher dans une caisse, mais Trevor le trouve, l'assomme et le place dans le coffre de la voiture de Weston. Trevor conduit jusqu'à une falaise de Blaine County, où Michael et Franklin le rejoignent. Les trois hommes envoient la voiture par-dessus le bord. Elle dévale les rochers, atteint des eaux peu profondes et explose, tuant Weston.

◆Weston's favorite radio station is Los Santos Rock Radio, as seen when the player enters his Tornado in The Third Way. It could also imply that WorldWide FM is his favorite too, as it can be heard in his mansion at night.

◆In the mission I Fought the Law..., Weston mocks Franklin Clinton at their first meeting because of the latter's background and appearance, stating that "I'm rich enough to do whatever the fuck I want, and you're poor enough not to ask me any goddamn stupid questions".
◆Hertz dislikes the poor and claims to care only about the interests of the rich. During the mission Setup: Salvage Hard Drives, he tells Lester about his "vision" for the future. Foreseeing a world where armored vehicles, like the RCV, will be "everywhere" once the white collar jobs dry up and the situation starts looking grim for humane society. Private security will represent the new "law and order" as it serves to protect the interests of the "privileged" few. Lester counters by claiming that he is supportive of the idea of basic income. Hertz responds by laughing it off and saying "That'll at least keep the peasants happy."

◆Weston has Merryweather Security. Although he is not in charge of the PMC, Weston controls a significant portion of Merryweather's stock, making him a major shareholder and partial owner.

In Ending B, Franklin kills Michael De Santa on Weston's behalf, but incurs the wrath of Haines for not killing Trevor Philips. Franklin calls Weston to inform him of this and Weston tells Franklin that he has already contacted Haines' superiors and ensured that Haines would back down before telling Franklin that he is of no further use.

◆In the mission Meltdown, Weston seeks revenge against Michael De Santa, and dispatches Merryweather in a home invasion of Michael's house to kill his family. By doing so, Weston clearly violates and disregards the laws and norms of society by employing ruthless mercenaries to trespass on private property and commit murder against unarmed civilians.
◆In the mission The Doomsday Scenario, Hertz, Cliffford, and their private army take over an abandoned nuclear missile base inside Mount Chiliad that had been operational at the height of the Cold War. Hertz then has Cliffford hack into the base's missile system so that he can start a nuclear war and kill virtually all human life on Earth with the ultimate goal of remaking the planet in his image.
◆They are both cowards and they both die in explosions.
◆In Grand Theft Auto V s canon ending, Weston is confronted at his home by Trevor Philips. Immediately after the shooting starts, he hides in a trunk by the swimming pool and orders his Merryweather bodyguards to fight off Trevor. After Trevor kills the entourage, he locates Weston and forces him into the trunk of a car before driving it to the edge of a cliff in Blaine County. There, Trevor, Michael, and Franklin reconvene before proceeding to gloat to Weston about their victory and his defeat. The three protagonists finally push the car over the cliff and it crashes repeatedly into several rocks along the way until finally exploding after hitting the shallow waters below.
◆When the confronts him, Hertz tries to flee in a Thruster. He manages to escape from Mount Chiliad, but is pursued and, in desperation, throws the last of his men at the protagonist in Akulas and Buzzard Attack Choppers, before he is incinerated by a homing missile.
