Player notes

Devin Weston is a billionaire investor and chief executive whose holdings extend across San Andreas, including a major stake in Merryweather Security. He uses Merryweather's soldiers to protect his interests and has influence with the FIB through Steve Haines. Michael De Santa and Trevor Philips first see him after a meeting with Haines during By the Book, when Haines authorises the torture of Ferdinand Kerimov. Weston has come to an arrangement with Haines, but does not yet deal directly with the two men.

After Michael, Trevor and Franklin Clinton rob an armoured truck in Blitz Play for Haines and Weston, Weston introduces himself and offers them separate ventures. He proposes that Michael work with producer Solomon Richards on a film, intending to increase the value of Richards Majestic Productions. He hires Trevor and Franklin to obtain five rare luxury cars which he plans to sell to Chinese government officials. Lamar Davis assists Franklin and Trevor as they take the vehicles in I Fought the Law, Eye in the Sky, Deep Inside, Minor Turbulence and Pack Man.

When Trevor and Franklin deliver the cars, Weston refuses to pay the promised fee. He says he will invest their money in his own company instead. At the same time, he moves against Michael's work with Solomon. Weston wants the studio unable to finish Meltdown so that he can collect on an insurance policy, and directs his lawyer Molly Schultz to remove and hold the film's print until he chooses to destroy it.

Michael learns of the scheme in Legal Trouble and pursues Molly to Los Santos International Airport. Molly panics while trying to escape him and is killed by an aircraft turbine with the print still in her possession. Weston blames Michael for her death. At the premiere of Meltdown, he tells Michael that Merryweather is going after Amanda and Tracey De Santa. Michael and Jimmy De Santa race back to the De Santa home and help defend the family from the attackers.

After the assault fails, Weston approaches Franklin and orders him to kill Michael. Franklin says that Haines has told him to kill Trevor. His decision determines Weston's outcome. If Franklin follows Haines in Something Sensible, he and Michael kill Trevor. Franklin then tells Haines he spared Michael, and Haines says he will deal with Weston because Merryweather has lost its state licence. If Franklin chooses Weston's demand in The Time's Come, he pursues and kills Michael.

Following Michael's death, Franklin calls Weston and asks him to keep Haines from retaliating for Trevor's survival. Weston says he has already contacted Haines' superiors. When Franklin asks for further work, Weston says the killing was his final job and dismisses him. In The Third Way, Franklin instead joins Michael and Trevor. Lester Crest brings Haines' FIB associates and a Merryweather force to a foundry, where the three men wipe out the force that had protected Haines and Weston.

Once Michael, Franklin and Trevor have dealt with Haines, Wei Cheng and Stretch, Trevor attacks Weston's mansion in Tongva Hills. Weston tries to conceal himself inside a crate, but Trevor finds him, knocks him unconscious and puts him in the boot of Weston's car. Trevor drives to a Blaine County cliff, where Michael and Franklin join him. The three send the car over the edge. It crashes down the rocks, reaches shallow water and explodes, killing Weston.

◆Weston's favorite radio station is Los Santos Rock Radio, as seen when the player enters his Tornado in The Third Way. It could also imply that WorldWide FM is his favorite too, as it can be heard in his mansion at night.

◆Devin Weston is possibly based on the American business magnate Howard Hughes. They were both billionaire businessmen with their hands in Hollywood, investments and were airplane enthusiasts.

◆They are both American billionaires who have very high opinions of themselves, as well as a tendency to think of others as inferior or distasteful.
◆In the mission I Fought the Law..., Weston mocks Franklin Clinton at their first meeting because of the latter's background and appearance, stating that "I'm rich enough to do whatever the fuck I want, and you're poor enough not to ask me any goddamn stupid questions".
◆Hertz dislikes the poor and claims to care only about the interests of the rich. During the mission Setup: Salvage Hard Drives, he tells Lester about his "vision" for the future. Foreseeing a world where armored vehicles, like the RCV, will be "everywhere" once the white collar jobs dry up and the situation starts looking grim for humane society. Private security will represent the new "law and order" as it serves to protect the interests of the "privileged" few. Lester counters by claiming that he is supportive of the idea of basic income. Hertz responds by laughing it off and saying "That'll at least keep the peasants happy."

However, when Weston visits Franklin at his house, he refers to Haines as a "clown" he would not employ in shopping malls owned by him and explains how easy it would be to end his career, suggesting what Weston truly thinks of Haines. In Ending B, Franklin kills Michael De Santa on Weston's behalf, but incurs the wrath of Haines for not killing Trevor Philips. Franklin calls Weston to inform him of this and Weston tells Franklin that he has already contacted Haines' superiors and ensured that Haines would back down before telling Franklin that he is of no further use.

By doing so, Weston clearly violates and disregards the laws and norms of society by employing ruthless mercenaries to trespass on private property and commit murder against unarmed civilians.
◆In the mission The Doomsday Scenario, Hertz, Cliffford, and their private army take over an abandoned nuclear missile base inside Mount Chiliad that had been operational at the height of the Cold War. Hertz then has Cliffford hack into the base's missile system so that he can start a nuclear war and kill virtually all human life on Earth with the ultimate goal of remaking the planet in his image.
◆They are both cowards and they both die in explosions.
◆In Grand Theft Auto V s canon ending, Weston is confronted at his home by Trevor Philips. Immediately after the shooting starts, he hides in a trunk by the swimming pool and orders his Merryweather bodyguards to fight off Trevor. After Trevor kills the entourage, he locates Weston and forces him into the trunk of a car before driving it to the edge of a cliff in Blaine County. There, Trevor, Michael, and Franklin reconvene before proceeding to gloat to Weston about their victory and his defeat. The three protagonists finally push the car over the cliff and it crashes repeatedly into several rocks along the way until finally exploding after hitting the shallow waters below.
◆When the confronts him, Hertz tries to flee in a Thruster. He manages to escape from Mount Chiliad, but is pursued and, in desperation, throws the last of his men at the protagonist in Akulas and Buzzard Attack Choppers, before he is incinerated by a homing missile.
