Player notes

At Darnell Bros., Lester Crest prepares to burn the garment factory, expecting the FIB raid to make the crew abandon it as a base. Michael De Santa and Lester soak the building in gasoline while discussing the job. The plan then divides according to the approach chosen from the Architect's Plans: a covert entry through a fire staged inside FIB Headquarters, or an assault launched from its roof. Franklin Clinton joins Michael and Lester before the roof operation begins.

For the covert plan, Michael leaves Darnell Bros. in a janitor's uniform and heads to FIB Headquarters in Pillbox Hill. He calls Franklin to ready the fire truck and crew, then uses Harvey Molina's identification to pass security and reaches the 49th floor. Michael takes a mop and bucket from the maintenance closet, cleans two office areas, and conceals C4 in a locker and a restroom. He returns the equipment and exits the building.

Control moves to Franklin in the fire truck. He collects Michael, detonates the charges, and drives the crew, disguised as firefighters, back to the burning headquarters. They enter through the smoke, reach the server room on the 53rd floor, blast open its locked door, and take the containment drive. During their escape, a burst of fire can kill an inexperienced gunman or leave a skilled one unconscious. Another blast separates Franklin from the crew, and FIB agents discover the disguise. Franklin fights back, rejoins the others, and they rappel down an elevator shaft to the fire truck.

The crew drives to the getaway location, abandons and destroys the fire truck, then takes the escape car to Lester's house at 3671 Whispymound Drive. Lester, Michael, and Franklin drink together before Michael leaves. In the roof plan, Michael, Franklin, and their crew take a helicopter from the NOOSE Headquarters near the Tataviam Mountains. They parachute onto FIB Headquarters, enter through the roof, breach the server room, and hack the terminal for the containment drive. They fight through FIB agents while escaping, destroy a helicopter gunship, take an ambulance to the pickup point, change into a van, and lose the police.

Trivia

  • โ—†This mission was originally called "The Agency Heist" in the beta version of the game. This is noted in the game files.
  • โ—†There is also a soundtrack of the same name, "The Agency Heist". All these details suggest that in the beta, the IAA Headquarters were being raided instead.
  • โ—†When the cutscene starts with Michael talking to Lester in Garment Factory covert fire truck mission two Gasolines spot of nowhere after the cutscene started.
  • โ—†When trying to park the getaway vehicle near the FIB headquarters in the covert approach, a message will read "This location is too close to the Agency building".
  • โ—†The initial Weazel News report will indicate the same data theft and fire as other media. Strangely, the newscasters are different than those usually heard delivering the news. Later on, it will be stated in the news that the raid was a false alarm, and that it was just a fire.
  • โ—†The FIB building catching fire from either approach is a reference to both The Towering Inferno and Die Hard.
  • โ—†It is heavily implied that the Roof approach is the canon approach for this heist:
  • โ—†In the mission Cleaning out the Bureau, Lester mentions that they need to delete the files related to the crimes of all three protagonists, a deed which is only done in the roof approach. This is further explained as in the Roof approach, Michael physically hacks the mainframe and deletes his data manually. In the Fire Crew approach, the building is simply bombed to destroy the physical drives.
  • โ—†Steve Haines' anger in The Wrap Up can be more easily justified if the roof approach is chosen, as his pilot died and the files were deleted. Therefore, he can no longer blackmail Michael into doing jobs for him.
  • โ—†If the burnt down area is visited after the mission, it looks more like a helicopter crashed into it (which happens in the roof approach) than the work of strategically placed explosives (which are used in the fire crew approach).
  • โ—†Michael himself says that he does not want to mop floors in the FIB building, and that he likes the idea of rappeling in there much better; he'd also risk getting ID'd when trying to pass as the janitor, or risk getting caught on camera while planting the explosives.
  • โ—†In The Big Con approach of the The Diamond Casino Heist in GTA Online, Lester mentions having used the Bugstars and Gruppe Sechs disguises in previous heists, but will not mention the firefighter disguises.
  • โ—†In the opening cutscene of Setup: Data Recovery in GTA Online, Franklin recalls doing this heist, saying that he "made the FIB his bitch a long time ago." The mission is also heavily based off of the roof approach as:
  • โ—†The objectives in this mission are exactly the same as in the GTA V mission: Land on the roof, enter the building, destroy a door and hack the computer while defending it from waves of FIB agents, before escaping the building.
  • โ—†The cutscene of the player cutting the glass planes uses the same animation as Michael De Santa cutting the glass plane in the GTA V mission.
  • โ—†The covert version of the raid is based on the CIA HQ heist featured in the first Mission: Impossible film, where Ethan Hunt and his team pose as firefighters, set off the fire alarm to gain access to the building, and finally steal the N.O.C. list and escape.
  • โ—†Failing three times and skipping at the part when Norm is meant to die will make him live, but he will be called Packie for the rest of the heist.
  • โ—†The belt on Michael's overalls is the same as those on the uniforms of LCPD officers, though it does not feature the holster or magazine.
  • โ—†The forged janitor ID card Michael uses is actually a reused copy of the driver's license he checked in I Fought the Law...
  • โ—†The top floor of the FIB building is numbered 53. In the elevator, however, there appear to be buttons for 59 floors.
  • โ—†The floor display on the elevator in the covert approach shows two digits while on the first floor. But strangely, it displays three digits once Michael reaches the office.
  • โ—†The sticky bombs Michael uses are actually a larger model of the ones used in The Ballad of Gay Tony. In the enhanced version, the Grand Theft Auto V models are used.
  • โ—†On replays, an Ocelot Jackal will be used as the getaway vehicle.
  • โ—†The FIB building's fire alarm system can be heard sounding and red lights can be seen flashing (albeit with a white flash at the strobe itself despite the cast light being red) all throughout the building in multiple rooms, which makes sense as the system would likely be activated in the event of an explosion like the one in this approach. Strangely enough, most of the alarms heard are bells, which are very uncommonly used as fire alarm signals in North America.
  • โ—†In addition to the left of the door that leads to the stairway used to get back to the main lobby and out of the building is what appears to be a fire alarm annunciator, which can even be heard beeping, indicating the fire alarm condition. A number of lights on it can also be seen lit, one most likely being an "alarm" LED. The same annunciator model can be found in GTA Online s high-end apartment garage.
  • โ—†At some point in the beta, Trevor was possibly involved in this heist, because there is an unused fireman suit for him in the game files.
  • โ—†The roof entry approach is loosely based on the 2009 Vรคstberga helicopter robbery in Stockholm, Sweden, where the robbers used a helicopter to access the rooftop of a G4S cash service depot and gain access to its interior by breaking in through a pyramid-shaped skylight.
  • โ—†If the roof entry is chosen, one of the agents attacking the team can say, "I thought you'd be Arabs". This is likely a reference to the hysteria following the September 11 attacks. However, the helicopter crash is not what the crew wanted.
  • โ—†The beginning of the roof entry is a very similar process used in the mission Dropping In from The Ballad of Gay Tony.
  • โ—†When flying to the FIB building in this approach, the player can see Lester's garment factory burning, Franklin will also comment on the matter which prompts Michael to comment how he feels that not even Lester seems to have faith in this heist. Although just about distinguishable from the night sky, the rising smoke plumes are very hard to see, especially if not being directly sought out by knowledgeable players.
  • โ—†After the crew enters the building from the glass roof, the player can shoot the windowpanes and no alarm will be raised.
  • โ—†One of the possible passwords for the computer which Michael hacks is "CREAMPIE", which is a sexual act, and another example of Rockstar's crude humour.
  • โ—†If the player chooses the roof approach and selects an experienced Rickie Lukens or an inexperienced Christian Feltz, the sprinklers will not be deactivated (unless the player moves incredibly quickly throughout the building, allowing only Rickie to deactivate them). Michael will comment that he can't see anything. To save 6% on crew and not be pressed for time, players should equip flashlights on their main weapons so what little distraction the sprinklers serve as is completely nullified.
  • โ—†During the rappel sequence in the roof approach:
  • โ—†The crew will encounter a unique white Frogger with its spotlight activated.
  • โ—†A Buzzard Attack Chopper spawns.
  • โ—†Eight Police Cruisers, three Ambulances and two Firetrucks will respond to the emergency. The two firetrucks and seven of the police cars spawn at the Elgin Avenue-Occupation Avenue intersection, heading south. One police car spawns on the Del Perro Freeway on-ramp before turning onto Elgin Avenue, two of the Ambulances respond from Pillbox Hill Medical Center, while a third responds from underneath the FIB building. All of these vehicles turn onto Swiss Street, directly adjacent to the IAA headquarters, before despawning when out of view. Only a selection of the vehicles, along with the getaway vehicle, actually appear at the bottom of the FIB building during the shootout, as they arrive in a new spawn sequence shortly after completing the second rappel sequence to ground level.
  • โ—†An FIB Granger will also spawn responding shortly after leaving in the getaway vehicle.
  • โ—†Despite being stated that the Buzzard that appears during the roof approach belongs to the FIB, the pilot flying the Buzzard is a generic LSPD pilot. It also carries NOOSE operatives rather than FIB tactical operatives.
  • โ—†If the roof approach is chosen and an inexperienced Karim Denz is chosen as the driver, the radio in the Burrito will always tune in to Space 103.2 after the player loses the cops and it will always play "Skeletons" by Stevie Wonder.
  • โ—†If a skilled driver is chosen and shots are fired, the crew's cover will be blown and they will gain a four-star wanted level, the getaway driver will berate them about how they tried to make the escape easy, but now they need to escape from the cops. The wanted level is also attained if the crew does not quickly get in the ambulance.
