Stanowi wersję Albany Esperanto używaną przez North Yankton State Patrol i zachowuje wygląd oraz cechy zwykłego modelu. Emblemat Albany ze środka pokrywy bagażnika usunięto, aby zrobić miejsce na policyjne oznaczenia.

Roadcruiser jest biały, z niebiesko-złotymi pasami po bokach, napisami State Patrol na błotnikach i bagażniku oraz emblematami policji na przednich drzwiach. Z tyłu widnieją oznaczenia "Trooper of the year 1951". Przyciemnione elementy wykończenia, śnieg na górnych częściach nadwozia, zderzakach i szybach oraz łańcuchy na oponach tworzą jego wygląd z North Yankton.

North Yankton State Patrol wykorzystuje Police Roadcruiser jako radiowóz i w 2004 roku utrzymuje flotę tych aut razem z Police Rancher. Wyposażenie obejmuje belkę alarmową z czterema światłami, reflektory na słupkach A oraz dwie anteny dachowe. Łańcuchy na oponach są wyłącznie elementem wizualnym, mimo że pasują do ośnieżonych i oblodzonych ulic.

Ciekawostki

◆Crashing into walls will detach the lightbar located on the roof. This also happens with the Police Rancher.
◆The car is internally defined as a sports car in the handling data. Therefore, if driving around town in it, pedestrians will comment on it positively, even though it is just a police car.
◆The car features the unit number 86 on the roof, but it is not visible in game as it is permanently obscured by snow. The number can be seen on the texture for the police livery.
◆In the enhanced version, there is a chance that a smartphone holder will spawn in the interior of the car. This is an anachronism, as modern smartphones did not exist in 2004. This is most likely a developer oversight.
