Il Buckingham Luxor è un jet privato ad ala fissa e monoplano, realizzato come controparte di lusso dello Shamal. Può trasportare dieci persone e presenta interni in mogano. La livrea nera e bianca o dorata include linee dorate arcuate lungo la fusoliera e le alette alari, oltre a un emblema sulla coda. Il nome segue l'uso di Rockstar di termini egiziani e arabi per i business jet, facendo riferimento all'antica città egizia di Luxor.
In Grand Theft Auto V e Grand Theft Auto Online, Elitás Travel vende il Luxor per $1,500,000. In Story Mode, alcuni esemplari compaiono al Los Santos International Airport: parcheggiati nell'angolo sud-est accanto a uno Shamal, mentre rullano verso l'hangar di Michael, oppure mentre attraversano l'area nord-occidentale prima di parcheggiare vicino a due jet. In Online, può comparire nell'hangar di Devin Weston al Los Santos International Airport al Rank 50, al Sandy Shores Airfield o vicino all'estremità sud-est della pista 33 L.
Il Luxor è adatto a voli privati rilassati piuttosto che al volo competitivo. Eguaglia lo Shamal come quinto velivolo più veloce, anche se Hydra, P-996 LAZER, Besra e Vestra sono più rapidi. La sua massa e la manovrabilità limitata rendono difficili le curve strette nelle Air Races, ma mantiene bene la velocità sui rettilinei. In Story Mode, trasporta non più di due persone nonostante la cabina più grande.

- ◆The emblem on the tail of the Luxor is actually the coat of arms of Emperor Rudolf II of Habsburg.
- ◆Its livery might suggest it is based on Etihad Airways, the Emirati Airline based out of Abu Dhabi.
- ◆In keeping with Rockstar's tradition of naming their business jets after Egyptian and Arabic terms, the Luxor (and the Luxor Deluxe) is named after the ancient Egyptian city of the same name.
- ◆Despite the plane being able to sit 10 people including the pilot in GTA Online, it cannot sit more than 2 persons in Story Mode. If the player reunites all the three protagonists and enters a Luxor, one of the two not controlled by the player will sit next to the player and the third will not board the plane.
- ◆A picture of the Luxor can be seen in the Max Payne 3 multiplayer map "Tiete River Docks" along with pictures of a Shamal, a Titan and a Hydra.
- ◆In the enhanced version, there is a strange triangle-shaped texture found on the interior, between the front right row of seats. This texture shape bears slight resemblance to the Speedophile logo.
