El Buckingham Luxor es un jet privado de ala fija, un monoplano concebido como la versión lujosa del Shamal. Tiene capacidad para diez personas y un interior de caoba. Su acabado negro y blanco o dorado lleva líneas doradas inclinadas a lo largo del fuselaje y los winglets, además de un emblema en la cola. Su nombre continúa la costumbre de Rockstar de usar términos egipcios y árabes para los jets ejecutivos, en referencia a la antigua ciudad egipcia de Luxor.
En Grand Theft Auto V y Grand Theft Auto Online, Elitás Travel vende el Luxor por $1,500,000. En Story Mode aparece en Los Santos International Airport: aparcado en la esquina sureste junto a un Shamal, circulando hacia el hangar de Michael, o recorriendo la zona noroeste antes de detenerse cerca de dos jets. En Online puede aparecer en el hangar de Devin Weston del Los Santos International Airport a partir del Rank 50, en Sandy Shores Airfield o cerca del extremo sureste de la pista 33 L.
El Luxor está pensado para vuelos privados tranquilos, no para competir. Empata con el Shamal como la quinta aeronave más rápida, aunque Hydra, P-996 LAZER, Besra y Vestra lo superan. Su peso y escasa maniobrabilidad complican las curvas cerradas en Air Races, pero conserva bien la velocidad en las rectas. En Story Mode no admite más de dos personas, pese a contar con una cabina más grande.

- ◆The emblem on the tail of the Luxor is actually the coat of arms of Emperor Rudolf II of Habsburg.
- ◆Its livery might suggest it is based on Etihad Airways, the Emirati Airline based out of Abu Dhabi.
- ◆In keeping with Rockstar's tradition of naming their business jets after Egyptian and Arabic terms, the Luxor (and the Luxor Deluxe) is named after the ancient Egyptian city of the same name.
- ◆Despite the plane being able to sit 10 people including the pilot in GTA Online, it cannot sit more than 2 persons in Story Mode. If the player reunites all the three protagonists and enters a Luxor, one of the two not controlled by the player will sit next to the player and the third will not board the plane.
- ◆A picture of the Luxor can be seen in the Max Payne 3 multiplayer map "Tiete River Docks" along with pictures of a Shamal, a Titan and a Hydra.
- ◆In the enhanced version, there is a strange triangle-shaped texture found on the interior, between the front right row of seats. This texture shape bears slight resemblance to the Speedophile logo.
