O Buckingham Luxor é um jato executivo de asa fixa, um monoplano concebido como a versão luxuosa do Shamal. Ele comporta dez pessoas e tem interior de mogno. Sua pintura preta e branca ou dourada traz linhas douradas inclinadas pela fuselagem e pelos winglets, além de um emblema na cauda. O nome segue o costume da Rockstar de usar termos egípcios e árabes em jatos executivos e remete à antiga cidade egípcia de Luxor.
Em Grand Theft Auto V e Grand Theft Auto Online, o Luxor é vendido pela Elitás Travel por $1,500,000. No Story Mode, ele aparece no Los Santos International Airport: estacionado no canto sudeste ao lado de um Shamal, taxiando até o hangar de Michael, ou passando pela área noroeste antes de parar perto de dois jatos. Em Online, pode surgir no hangar de Devin Weston no Los Santos International Airport a partir do Rank 50, no Sandy Shores Airfield ou perto do extremo sudeste da pista 33 L.
O Luxor serve mais a voos privados tranquilos do que à competição. Ele se iguala ao Shamal como a quinta aeronave mais rápida, mas Hydra, P-996 LAZER, Besra e Vestra o superam. Seu peso e sua baixa mobilidade dificultam curvas fechadas em Air Races, embora mantenha bem a velocidade nas retas. No Story Mode, leva no máximo duas pessoas, apesar da cabine maior.

- ◆The emblem on the tail of the Luxor is actually the coat of arms of Emperor Rudolf II of Habsburg.
- ◆Its livery might suggest it is based on Etihad Airways, the Emirati Airline based out of Abu Dhabi.
- ◆In keeping with Rockstar's tradition of naming their business jets after Egyptian and Arabic terms, the Luxor (and the Luxor Deluxe) is named after the ancient Egyptian city of the same name.
- ◆Despite the plane being able to sit 10 people including the pilot in GTA Online, it cannot sit more than 2 persons in Story Mode. If the player reunites all the three protagonists and enters a Luxor, one of the two not controlled by the player will sit next to the player and the third will not board the plane.
- ◆A picture of the Luxor can be seen in the Max Payne 3 multiplayer map "Tiete River Docks" along with pictures of a Shamal, a Titan and a Hydra.
- ◆In the enhanced version, there is a strange triangle-shaped texture found on the interior, between the front right row of seats. This texture shape bears slight resemblance to the Speedophile logo.
