Buckingham Luxor представляет собой частный реактивный самолёт с неподвижным крылом, моноплан, созданный как роскошная версия Shamal. Он рассчитан на десять человек и оборудован салоном из красного дерева. Чёрно-белая или золотая окраска дополнена наклонными золотыми полосами вдоль фюзеляжа и winglet'ов, а на хвосте размещён герб. Его название продолжает традицию Rockstar использовать египетские и арабские термины для бизнес-джетов и отсылает к древнеегипетскому городу Luxor.
В Grand Theft Auto V и Grand Theft Auto Online Luxor продаётся через Elitás Travel за $1,500,000. В Story Mode он появляется в Los Santos International Airport: стоит в юго-восточном углу рядом с Shamal, рулит к ангару Michael или движется по северо-западной зоне, после чего останавливается возле двух самолётов. В Online он может появиться в ангаре Devin Weston в Los Santos International Airport с Rank 50, на Sandy Shores Airfield или у юго-восточного конца полосы 33 L.
Luxor предназначен скорее для спокойных частных перелётов, чем для соревнований. По скорости он делит с Shamal пятое место среди самолётов, уступая Hydra, P-996 LAZER, Besra и Vestra. Из-за массы и слабой манёвренности ему трудно проходить крутые повороты в Air Races, однако на прямых он хорошо сохраняет скорость. Несмотря на просторный салон, в Story Mode он перевозит не больше двух человек.

- ◆In keeping with Rockstar's tradition of naming their business jets after Egyptian and Arabic terms, the Luxor (and the Luxor Deluxe) is named after the ancient Egyptian city of the same name.
- ◆Despite the plane being able to sit 10 people including the pilot in GTA Online, it cannot sit more than 2 persons in Story Mode. If the player reunites all the three protagonists and enters a Luxor, one of the two not controlled by the player will sit next to the player and the third will not board the plane.
- ◆A picture of the Luxor can be seen in the Max Payne 3 multiplayer map "Tiete River Docks" along with pictures of a Shamal, a Titan and a Hydra.
- ◆In the enhanced version, there is a strange triangle-shaped texture found on the interior, between the front right row of seats. This texture shape bears slight resemblance to the Speedophile logo.
