Le Buckingham Luxor est un jet privé à voilure fixe et monoplan, conçu comme l'équivalent luxueux du Shamal. Il peut accueillir dix personnes et possède un intérieur en acajou. Sa livrée noire et blanche ou dorée comprend des lignes dorées inclinées le long du fuselage et des winglets, ainsi qu'un emblème sur la dérive. Son nom s'inscrit dans l'usage par Rockstar de termes égyptiens et arabes pour les jets d'affaires, en référence à l'ancienne ville égyptienne de Luxor.
Dans Grand Theft Auto V et Grand Theft Auto Online, Elitás Travel vend le Luxor pour $1,500,000. Dans Story Mode, des exemplaires apparaissent à Los Santos International Airport : garés dans le coin sud-est à côté d'un Shamal, roulant vers le hangar de Michael, ou circulant dans la zone nord-ouest avant de se garer près de deux jets. Dans Online, il peut apparaître dans le hangar de Devin Weston à Los Santos International Airport au Rank 50, à Sandy Shores Airfield, ou près de l'extrémité sud-est de la piste 33 L.
Le Luxor convient davantage aux vols privés tranquilles qu'au pilotage compétitif. Il égale le Shamal en tant que cinquième avion le plus rapide, bien que le Hydra, le P-996 LAZER, le Besra et le Vestra soient plus rapides. Sa masse et sa maniabilité limitée rendent les virages serrés difficiles dans les Air Races, mais il conserve bien sa vitesse en ligne droite. Dans Story Mode, il ne transporte pas plus de deux personnes malgré sa cabine plus spacieuse.

- ◆The emblem on the tail of the Luxor is actually the coat of arms of Emperor Rudolf II of Habsburg.
- ◆Its livery might suggest it is based on Etihad Airways, the Emirati Airline based out of Abu Dhabi.
- ◆In keeping with Rockstar's tradition of naming their business jets after Egyptian and Arabic terms, the Luxor (and the Luxor Deluxe) is named after the ancient Egyptian city of the same name.
- ◆Despite the plane being able to sit 10 people including the pilot in GTA Online, it cannot sit more than 2 persons in Story Mode. If the player reunites all the three protagonists and enters a Luxor, one of the two not controlled by the player will sit next to the player and the third will not board the plane.
- ◆A picture of the Luxor can be seen in the Max Payne 3 multiplayer map "Tiete River Docks" along with pictures of a Shamal, a Titan and a Hydra.
- ◆In the enhanced version, there is a strange triangle-shaped texture found on the interior, between the front right row of seats. This texture shape bears slight resemblance to the Speedophile logo.
